In this essay, I will focus on talking about the Administrative Office (AO) of the Civil Service Bureau. Working as a part of the government, Administrative Office requires multi-skills with the management professionals to play the key role within the government. In order to absorb experience in the different workplace environment, the Administrative Officer require to change the position in every two to three years. The Common Recruitment Exam and Joint Recruitment Exam can reduce the time and resources spending in the selection process. According to the information from the Civil Service Bureau, there are nearly nineteen thousand applications for the Administrative Officer, however, there is only 40 job vacancy. If the government provide the interview for every applicant, it is time consuming and resources consuming. Therefore, using a list of selection process can decrease the resources spending and ensure the quality of the potential applicants, who can fit the Work Related Characteristic (WRC) of the government and reflect the ability of the applicants objectivity. All the applicants need to answer the same question and marked base on the criteria, it can decrease the influence of the human factor. Thus, the applicants can participate in the Common Recruitment Exam in seven cities outside Hong Kong, including Beijing, London, San Francisco, New York, Toronto, Vancouver and Sydney. It can help the government to increase the probability to recruit the suitable employees. Although the Exam can drop down the number of the potential applicants, the costless of the application is the reason for huge numbers of applicants participating in the exam. The Common Recruitment Exam only requires the applicant hold of degree or even the final year of the undergraduates can apply the program. The applicant who do not up to the standard still can which may cause the huge spending of the government resources. Thus, some of the test are in multiple choice format, it is possible for the applicant to choose the correct answer in randomly choosing. Moreover, the whole selection is focus on predicting the future quality and quantity of the performance, however, there are still another factor influence the future performance, including the organizational citizenship behavior and counterproductive work behavior.
