After a complete and thorough investigation into the allegation that P.O. Charles Moncayo was associating with known criminals, specifically, Aaron Batista, who was arrested on February 4, 2014, for Criminal Possession of a Weapon (Firearm) and February 5, 2014, for Criminal Impersonation of a Police Officer. When Aaron Batista was arrested he was in possession of a PBA card issued to him by P.O. Charles Moncayo. ENFORCER and FOCUSED AUDITS inquiries were conducted on Aaron Batista, as well as the two (2) individuals that were arrested with him, which disclosed P.O. Moncayo never conducted any inquiries on them utililzing Department databases. Numerous surveillances were conducted on P.O. Moncayo at different times and days of the week at
