Jaime Ramos Observation
On 9/18/2016, at approximately 2105hrs, my partner Officer Acosta #0044, and I, Officer Harrell #3441, were working uniform patrol, unit 3A22. We were wearing a full police uniform, and driving a marked black and white police vehicle. We received a radio call of a report of a 415 family at 570 N. Fair Oaks Ave. A comment of the call stated the Suspect, Jaime Ramos, returned home, had been drinking and was acting aggressive. The comments stated Ramos attempted to throw a pan full of grease on a twelve year old child at the location.
When we arrived, we were let into the apartment by the Witness, Angelina Ramirez Carranza. As we entered the apartment we observed Ramos Sr. sitting at the dinner table, without a shirt on, and Ramos Jr sitting

then stood up, walked into the kitchen and grabbed a sauce pan out of the sink. He showed the pan, containing grease inside of it, to Ramos Jr and said, “I’m going to throw this on you.” Ramos Sr. then threw the grease towards Ramos Jr. Ramos Jr said that the majority of the grease landed on the carpet, but a small amount landed on his left hand. I asked Ramos Jr if he thought the grease was going to be hot before it hit him and he said, “Yes, but it was cold.” Ramos Jr said he backed away from Ramos Sr. and stayed away from him until Police arrived.
Officer Acosta asked Ramos Jr if he was scared of Ramos Sr. Ramos Jr said, “No, he’s just drunk.” He said that Ramos Sr. has been drinking every night for the last week with his friends. I asked him if his Ramos Sr. has ever hit him or his Step-Mother in the past and he said, “No.” Ramos Jr had no visible injuries and had no complaint of pain.
Officer Marin #5450 responded to the location and interviewed Ramos Sr. and Carranza in Spanish. Officer Marin also interviewed Ramos Jr. Officer Marin digitally recorded his conversations and later downloaded them into VeriPic.     I went on my ride along on Tuesday, April 30 with the NM State Police. I rode along with senior patrolman Israel Rodriguez. I had a lot of fun and think I learned a lot about how law enforcement actually works. The officer showed that he is always thinking about the law and how he has to be very careful in what he does so that he doesn’t get god evidence suppressed in court because he makes a small mistake. He said that it’s hard enough to get evidence admitted sometimes even when you collect it lawfully. We started out by cruising I-25 until we noticed a southbound vehicle with the driver not wearing his seatbelt. We pulled him over and gave him a citation and went on. We then received a call about a hit and run coming into town from Deming so we parked out and looked for the vehicle to come by that fit the description that the dispatcher gave us. We were waiting when we received another call about suspected child abuse on a 6 month old girl. As we were driving back to the station we kept getting more interesting information about the case. It turns out that the alleged abuser is a deputy with the Sheriff’s office and LCPD had already responded to the domestic violence call and didn’t take any action against the officer. The child had been returned to the mother with red marks on her neck, legs, and back and the mother had taken pictures. Officer Rodriguez spoke with the mother and heard about the officer’s previous use of intimidation and force when they fought, but that she didn’t want to proceed with charges, just that she wanted the incident documented. Officer Rodriguez wrote up a report and we jumped back on the highway when almost immediately we were lights and sirens toward a vehicle vs. truck collision on 185. We raced over there and jumped on the scene in which the motorcyclist was very injured and they ended up calling the helicopter to airlift him to the El Paso trauma unit.
