I believe one of the first things that would have to be done is addressing the issues at hand - individually and department wide. Leadership has to communicate clearly the values, mission, ethics, and expectations - without doing so, disruptive and destructive behaviors begin. Once the expectations have been communicated, officers at all levels have to be held to those expectations, and behaviors modified as needed through a graduated disciplinary process.
When officers make statements or act in a manner that disrupts the order of the department, formal counseling and/or graduated discipline has to take place. In the book “Good to Great” by Jim Collins (2005), the concept of getting the right people on the bus is a key component to building

    I’ve always found it interesting coming across people in my line of work who seem to have a problem with authority, considering that I am in the active duty military. Where all the people I serve with and I had to voluntarily take an oath of enlistment, before getting on a plane, bus, or train to go to basic training.     There are more people facing mental illness as well as more people out lashing and showing to have violent behaviors. The departments need to invest more time and money into police to give them a chance to react to a situation in a fashion they will feel comfortable in and not assuming they have to use deadly or brutal force. They need to take steps to make sure every so often that officers are able to handle the requirements of the job as well as make sure they implement drug testing and have a handle on the corruption in the department. They need to make officers accountable for their actions and not let them get off sky free when they have committed a crime. Offices also need to have in place a system that should be used which would result in less lethal weapons to give someone a fighting chance if they are aggressive. You never know what drug someone maybe on or if they may face a mental challenge and are not able to let you know.     In order to work as a team, suggest a community-wide meeting to see what’s going on in the neighborhood and ensure them that we have their back 100%. It is not going to hurt the police department to cook hamburgers for the community occasionally. Again, people do like free food! When the time comes for annual reviews, I would go over the goals with each employee and see what his or weaknesses are so we make a decision how to improve any weak areas. In addition, have the secretary to prepare a banquet to recognize every member of the police department in some form or fashion. This would be a good time to name “Rookie of the Year” and promotions. One main thing I would be to keep my officers on their toes is to have a superior from another precinct to come in and do a “mock experiment” without any warnings. Furthermore, they would not get the results immediately to make them wonder how the research went. These promotions would be advertised in the local newspapers as well as televised.
