POWER POLICY 2002
• Exemption from income tax including turnover tax and withholding tax on imports for the projects based on indigenous fuel. • No exemption of income tax on oil-fired power plants. • 5% custom duty on the import of plant, machinery & equipment (PME) not manufactured locally for gas, coal & hydel projects. • No levy of sales tax on such plant, machinery and equipment.

• The basis for selection of private power project will be the minimum levelized tariff either through International Competitive Bidding (ICB) for solicited proposals or through negotiations / ICB for proposals on raw sites. • Without a proper feasibility study for a particular site-specific hydel or indigenous fuel based/ renewable resource based project, it will not be

Before the crisis, OPEC was offering oil to the world at a decent price, however the end of the Arab-Israeli war changed that.     I didn’t understand what happened The landscape for energy has become very complex over the last decade. Growth in global demand is causing a strain on traditional fossil fuel supply - oil, gas and coal, particularly oil, which remains the most economic fuel for transportation. Concerns about climate change are driving investment and efforts into technologies that can lead to alternatives to fossil fuels - wind power, hydro-power, geothermal, carbon capture and sequestration. The recent tragedy in Japan has caused doubt on the long term viability of nuclear power, comparable to the effect of the Three Mile incident of 30 years ago.     Pakistan is currently facing a power deficit estimated at 4000 MW - 5000 MW. To tide over the significant electricity shortages in the country, the Government of Pakistan planned to add 4,225 MW of generating capacity in 2009 against which the achievement was a meager 151 MW. There were many reasons for the failure of the 2009 capacity addition plan e.g. delays in Independent Power Projects (IPPs) due to a local and global financial crisis, security and terrorism related issues etc. Competitive bidding by 9 companies for new IPP projects under Private Power and Infrastructure Board's (PPIB) Fast Track process (Package A) was 'agreed in principle' by the Bid Evaluation Committee of PPIB in August 2008. Tariff was approved by NEPRA on 9th October 2008 and as of 6th December 2008 and the Cavalier IPP project was at stage 16 (notice for submission of Performance Guarantee and processing fee) out of 21 stages in PPIB’s Fast Track process. It was however reported in January 2009 that the project would not materialize because foreign investors were unwilling to provide financing due to recent increases in Pakistan's country risk premium.…

    During the year, the Group consolidated its position as a major regional power player and put in place measures to fuel future growth. All the Group’s power plants across Malaysia, Egypt, Bangladesh, Pakistan, Sri Lanka and the United Arab Emirates continued to deliver strong operational performance while it undertook cost mitigation and productivity improvement measures. With some 13 power plants to date in its portfolio and a net generating capacity of 3,951 MW and a water desalination capacity of 16 million imperial gallons per day, the Group’s Power Generation segment continues to deliver significant benefits in the way of sustainable earnings and cashflow growth. In the current year, Power Generation revenue increased by 3% from RM2,718 million to RM2,812 million mainly due to improved contributions from the Malaysian and Egyptian power plants. The segment’s operating profit increased by RM202 million or 25% to RM1,006 million as a result of higher revenue, lower plant maintenance expenses, lower corporate and business development costs totalling RM114 million, and the non-recurring windfall profit levy of RM85 million which was charged in previous year. Finance costs for Power Generation reduced from RM507.1 million to RM366.8 million due to the absence of one-time refinancing costs of RM141 million which was incurred in the previous year and the resulting interest savings brought about by the refinancing exercise.
