2.0 HUMAN RESOURCES
Generally, all port labors is the efficient and skilled workers. To best a startegic port location, the port must have efficient and skilled workers because it is involved international labor organization. Based on the Malaysian port which is Penang Port one of the stategic port location to choose because it have many skilled workers. It is suitable with their mission is to be a caring employer to a skilled, motivated and productive workforce. Penang Port served a better services to their workers.
According to Oh Chin Eng, (2013), Penang Port rewards 169 employees for good work. One hundred and sixty nine employees of Penang Port Sdn Bhd (PPSB) were rewarded for their hard work and determiantion during the award presentation

They monitor environmental standards and manage leisure craft activity within the harbour.

7) Engineers
Maintain and repair machinery and equipment within the port.

8) Port managers
Manage all aspects of the work of the port, including health and safety and port development, liasing with the organisations using the port, sucha s freight companies.
To work in ports, the skills and personal qualities should have for the employees. The criterias are described below.
1) The employee need to be very safety-conscious
2) Teanworking and communication skills
3) To be fit healthy-some jobs require heavy lifting
4) To be prepared to work irregular hours in some jobs
5) Language skills for some jobs
Levels of workers

1) Skilled workers

More complex compared to semi or unskilled workers which who has acquired special skill, knowledge or ability in his work and also they aleady lear thir skills previously or on the job. It also called degree of expertise to the performance on a given a job. They also require more training time and often a higher educational attainment.
