Pembroke Pines Proposed Budget Case Study
To start with, I would first initiate a stable clear structure that can be easily followed and managed for the city. This structure would specify the city manager’s duties and his/her team’s line of delegation. I would take inspiration from the City of Pembroke Pines Proposed Budget for September 30, 2018 (as seen on the right). The proposed budget has clear-cut graphs that show the structure of the cities government. I would adopt this to the mid-size city since the City of Pembroke Pines is a larger community. Once this is initiated I would delegate responsibilities and goals for each position. Beginning with the city manager I would assign the goal of ‘administrating city functions in the highest standard possible while concentrating on completing goals set for the city’. …show more content…
For example, the assistant city manager of finance would have the goal of overseeing, managing and redirecting the city budget to ensure that funds are being used to the best of the city’s abilities. I would assign the city manager, about five assistant city managers who are responsible for the following: finance, public services, recreation and arts, building and housing compliances and community outreach. Each assistant manager will carry the responsibility of their respective sector and work with the city manager to ensure goals are reach for the city. I believe that organizing the city is a vital preliminary step to developing the position of a city manager because it permits the city to build off of an established structure and keep goals of the city and it’s high-ranking employees well defined and

This discussion will provide a better understand on how to organize, staff, and plan. As from the textbook, “the five management functions include planning, organizing, staffing, leading, and controlling human and other resources to achieve organizational goals. All organizations, regardless of their performance levels or profit motives, have a management structure and management staff. Although the organization exists for a particular purpose, such as producing a product or service, the responsibility for mission achievement requires a central figure, and in some cases figures, to coordinate these five primary activities.” (Baack, Minnick, & Reilly, 2014)…

“A city mayor-council government is a form of municipal government where the power of the mayor is limited to only the designation and dismissal of department heads without approval of the council” (Tansu). In this type of government, the council maintains both the legislative and executive authority and has control over the municipal budget. This is the opposite of a city council-manager government. With esteem to the allocation, the allocation is set forth by the mayor in the city mayor-council government. However, such allocation should also be accepted by the city council. While there are plenty strong-mayor authorities, the mayor appoints a chief administrator to oversee the functions within the government.…

For this research paper, I chose to use the City of Miami Beach budget as an example. The annual Citywide Work Plan and budget serve as guides for how the City plans to address community priorities in each fiscal year. The Citywide work plan contains initiatives to support the Key Intended Outcomes (KIOs) in the City’s Strategic Plan. The Work Plan initiatives are updated annually based on the latest survey results, socioeconomic trends, and department workload and performance measures. The Citywide Work Plan is used to guide departments as they analyze services and prepare proposed department work plans and budgets. (Miami Beach Florida, n.d., p. 1).…

I would like to start this report off by saying that I have never been to city council meeting before, even though my father was the mayor, and still serves on city council back in my home town of Kingsford, Michigan. I found this experience both interesting and exhausting to see and understand the scope of the council’s role and responsibilities in keeping this city running. All members of council must have to have a very extensive education and background in finance and public administration even in mid-sized city like Colorado Springs. I couldn’t imagine the business required in a major metropolitan city.…

In order to work as a team, suggest a community-wide meeting to see what’s going on in the neighborhood and ensure them that we have their back 100%. It is not going to hurt the police department to cook hamburgers for the community occasionally. Again, people do like free food! When the time comes for annual reviews, I would go over the goals with each employee and see what his or weaknesses are so we make a decision how to improve any weak areas. In addition, have the secretary to prepare a banquet to recognize every member of the police department in some form or fashion. This would be a good time to name “Rookie of the Year” and promotions. One main thing I would be to keep my officers on their toes is to have a superior from another precinct to come in and do a “mock experiment” without any warnings. Furthermore, they would not get the results immediately to make them wonder how the research went. These promotions would be advertised in the local newspapers as well as televised. In order to run an effective police department, the lines of communication have to always be open to alleviate future Preventative Patrol Experiments (Cordner,…
