PART 1: OBSERVE
“ILLITERACY TONDO, MANILA: PROPOSAL”

We chose this topic, because even if it’s a small barangay, they can still be a good basis for an answer of illiteracy in Tondo, Manila. They can somehow be the reflection on what are the causes and effects of illiteracy in the slum areas of Manila.

Manila is the capital of the Philippines, but it is also one of places where there are insufficient educational needs for the lower class. We have observed that there are a few people in the area that are dressed properly, and even if it is a school day, many children are playing outside with their fellow neighbor. While the children are playing, shouting, fighting, or having fun, their mothers are all rounded up on a table on the streets playing Bingo. Some of the father is already cooking a meal outside the streets, using only charcoal and a cardboard box for fanning the fire. There are also a lot of reported crimes that link to the people living in that area. Some crimes include hold-up, robbery, homicide, etc.

We also observed that even through the lack of basic needs, and illiteracy, they still manage to live a happy life. They find ways in entertaining themselves even if they are in hard times/troubles. Even if they are living a hard life, you can still see the care they have for each other. You can see in their physical appearance that they are struggling to live. They are mostly thin, and they obviously don’t eat a balanced meal, but it’s still wonderful to see the laughter, and smiles they have on their faces, especially in the arms of their family/friends.

We feel that in the face of this issue, joy and laughter isn’t enough to live. Yes, of course having your family and friends can be somehow fulfilling in the end of the day, but it’s definitely not enough. A person should go through a process in finishing their educational needs to surpass through the challenges that they are facing for their everyday life. Because Education is a productive

    Poverty reduction has been a major problem for all developing countries. As Kofi Annan stated “The biggest enemy of health in the developing world is poverty” (Kofi Annan, cited in WHO, 2013). Poverty is experienced all over the world but its effect is most significantly seen in developing countries like Philippines, one of the nations with a high rate of poverty according to World Health Organisation. Addressing this problem poses an extensive standing struggle to the Philippines since this has been the primary objective of previous administrations. According to Schelzig (2005), the Philippines has obvious unequal income distribution which supports the conclusion that the Filipinos in the lower distribution is highly susceptible in impoverished living conditions and depravity from basic sustenance and necessities, leaving households vulnerable (Schelzig, 2005). Over the past decade, since Philippines embraced the millennium development goal of the United Nations to eradicate poverty and to improve the lives of its people, issues on poverty and hunger have become more and more prominent in rural and depressed areas, despite of the improvement of its economic status and the implementation of programs to address these problems, poverty rate has not been reduced to what is expected.     This participatory action-research followed the reflection-input-action-reflection process in allowing barangays to evolve their own information system. Benchmark study, secondary data use, key informants interview and observations were the key data gathering techniques. Data analysis was basically descriptive. This project was implemented in nine barangays of Munoz, Nueva Ecija. Some 83 respondents composed of barangay captains, barangay councilmen, barangay secretaries, barangay treasurers and SK chairmen were interviewed to have a benchmark information regarding their knowledge of and perception on their barangay hall as information center. Majority of the respondents perceived their barangay hall as very useful in terms of serving as venue for meetings and as source of vital information about the barangay and its people. However, they felt that the information are inadequate as basis for planning and in responding to information requests from local government offices. There is still a need to improve its surroundings and provide facilities like chairs, tables, cabinets and enrich the information available in the place. The project also described and documented the Barangay Information System (BIS) implementation process of the nine barangays. It covered the activities that the barangays did in implementing their BIS. There were commonalities among the barangays in following a basic implementation process from orientation meeting in the barangay to data storage and updating. However, there were also observed peculiarities on data gathering techniques and logistics wherein some barangay officials voluntarily used their own money for supplies and materials and even provided snacks for BIS team members during data gathering, data posting/tabulation and data presentation so the activities will not be delayed.
