1. What is Local Government
- “Municipal Government” is form of public administration which in a majority of context, exists as the lower ties of administration within a given state. It is generally ac within powers delegated to them by legislation or directives of the higher level of government.
Local Government as Political Subdivision
Are the local governments created by the states to help fulfill their obligations? Political subdivisions include countries, cities, towns, villages. A municipality is a political subdivisions of a state within which a municipal corporation has been established to provide general local government for a specific population concentration in a defined area.
Local Government as Territorial Subdivision
It is a term of art for types of administrative divisions, usually an area that is under jurisdiction of a state.
A. General Provisions
Section 1: The political subdivisions of the republic of the Philippines are the province, cities, municipalities and barangays. There shall be autonomous territories in the country as provided in this article. The ARMM shall continue to exist until a federal system of government is hereby established.
Local Government as Public Corporation
The relationship of the corporation to the state, that is, if created by the state as its own agency to help the state is carrying out its governmental functions then it is public otherwise it is private.
General Purpose Authority
Separate entities created for specific public purposes. Local Government create authorities as a means of providing a wide range of services to their citizens and have used them in increasing numbers of deliver services.
