Traffic Enforcement Observation Examples
On the above date and time I was conducting traffic enforcement in the area of Washington Street and River Gulf Road.

While conducting traffic enforcement, I observed an older blue, 2 door Chevy traveling South on Washington Street. I observed both the driver and passenger not wearing their seat belts. The belt buckles were dangling over both subjects shoulders. I had a clear view through the untinted back window of the vehicle.

I activated my emergency lights and sirens to conduct a traffic stop. The final rest of both vehicles came to the parking lot of the Port Richey Fire Department, located at 7824 Grand Boulevard.

I exited my patrol vehicle and again observed that neither subject were wearing their seat belts upon my approach. I advised the subjects of the reason for the traffic stop. Both subjects admitted that they "forgot" to wear their seat belts after leaving the driver, Amber Dixon, mother's residence located

The White male passenger/ defendant, later identified as, Patrick Vescuso, provided his name and DOB for positive identification. Vescuso was sweating profusely and shaking as he provided the information. When asked, Vescuso stated that he may have a warrant for VOP.

I returned to my patrol vehicle and conducted a wants and warrants check on Dixon with negative results. Dixon had a valid Florida driver's license. I then conducted a wants and warrants check on Vescuso with positive results. Vescuso had a felony warrant out of Pasco County for VOP-poss of methamphetamine, poss of methodone, and poss of paraphernalia, warrant #16-01531CFAWS. The warrant had full-extradition in the U.S. with a $0 bond.

I returned to the vehicle and detained Vescuso in handcuff before placing him into my patrol vehicle. I then provided dispatch with his DL number. Dispatch sent a confirmation request to the Pasco County Sheriff's Office for the warrant
