Regan would deny the request to use dogs to research a cure for heroin addiction. He holds the belief that animals have rights and they don't belong in laboratories. Regan believes that no matter how much could be benefitted from using an animal, they should not be held against their will. He advocated that the reason animals have rights is because, they, like humans, have the ability to feel pain and pleasure. Therefore, Regan believed that humans’ and animals’ lives are of equal importance. Conducting research on an animal is morally impermissible according to Regan.
