Human Resources Management Informal Practices in Small Organizations:
Issues and Application of Employment Laws

Abstract
This research paper is to find the current issues of human resources management practice in small organizations and know basic HRM functions and general knowledge performed in organizations, comparing and contrasting these functional areas from the perspective of interviewed organizations. The author reviewed some literatures about human resource management and found some interesting opinions about small firms how to develop their human resources management practices. After analyzing employment laws related to interviews, the author found current human resources issues in these organizations, such as hiring staff, selecting high qualified employees, reference checking and background investigation, employee training and development, compensation and benefits, and discrimination. Ultimately, the paper concludes that small organizations should increase human resources, engage employees into the organizational culture, create family community, and master more employment laws in reality.

Introduction
Human resource management (HRM) is the performance of all the managerial functions involved in planning for recruiting, selecting, developing, utilizing, rewarding, and maximizing the potential of the human resources in an organization (Megginson, Franklin, and Byrd, 1995). All organizations, whether small or large, must hire employees to work to achieve organizational goals.
Research on human resources management in small organizations has become an important human resource topic and many researchers and scholars concern human resources management practices in small
