Strategic Planning Model for Homeless Shelter
Background of Organization

Help Everyone Malaysia (“HEM”) was established in 1990 as a non-profit organization which is fully supported by the Malaysian Women, Family and Community Development Ministry. Its management consists of five former Malaysian government senior officers previously working under various social groups in Malaysia with staff strength of 20 full-time administrative staffs supported by another 50 part-time volunteers. HEM plans to provide supports and services annually to approximately 2,000 homeless people around Kuala Lumpur, the central city of Malaysia under Anjung Singgah shelter.

HEM supports and services to the homeless include job placement and support, residential services and support, social activities, and vocational training. HEM also offers information and referral services, and works to educate the community about homeless people. It is widely recognized for its advocacy work in the Malaysia and the state to keep homeless issues in the hearts and minds of government, donors and volunteers.

For Anjung Singgah, HEM would assist the homeless in getting them employed and ensure a proper accommodation, providing them with counselling and other welfare aid. Managed by the National Welfare Foundation, the ministry’s auxiliary corporate body on welfare-related issues, the Anjung Singgah shelter occupies four levels of the seven-storey building. There are separate dormitories for men and women on the third and fourth floors. Besides a kitchen, a dinner hall and counselling rooms, the shelter has a multi-purpose hall, laundry area and bathrooms on each floor.

An organization’s mission statement is an opportunity to convey in a concise and compelling way the difference the organization is aiming to make in the world. Stakeholders want to be part of making this happen and they want the organization to be remembered for this in the future. Thompson et al 2005 states a strategic vision
