A world without rules will be a chaos because everybody start doing whatever they want because people can not survive without conflict or fighting. A conflict exist because everybody think different and have different opinions abut things or life For example without the safety food act law people can get sick when you are going out to eat or even in sports without a referee players will end up fighting each others.
