Reasons For Making Executive Orders
Executive orders have been a controversial topic for the last couple of centuries. They started out as an instruction to the heads of departments, so that matters and issues would be laid out pertaining to each department. George Washington issued the first Executive Order on January 22, 1793, and it stated “That the several Counties of the said District originally & heretofore contained within the first, second & third Surveys shall be henceforth allotted into & contained in two Surveys.” In order to go into detail, the term executive order must be defined. An executive order is “A rule or order issued by the president to an executive branch of the government and having the force of law.” Executive orders have been implemented more over the last century. There are numerous reasons for creating them, such as national security and desegregation. It was not until 1936 that the executive orders were numbered; this was a result of the Federal Register Act. Orders can be overturned by the courts or Congress, but are hardly overturned. Congress can additionally influence the effectiveness of the order, revoke all or part of an order, and remove additional implied or enumerated authority.
