INTRODUCTION
Procurement is when the government is outsourcing of goods, services or works from the private sector. It is favorable that the goods, services or works are appropriate and that they are procured at the best possible cost to meet the needs of the public in terms of quality, quantity, time, and location. Corporations and public bodies often define processes intended to promote fair and open competition for their business while minimizing exposure to fraud and collusion.
Duke, an acronym for The Duta-Ulu Kelang Expressway, forms the vital missing link in the Kuala Lumpur Road Master Plan, joining Duta in the west to Ampang in the east, and to Karak in the north. DUKE completes the Intermediate Ring Roads (Int RR) of Kuala Lumpur, bridging the North Klang Valley Expressway (NKVE), SPRINT (at Penchala Link) and Ulu Kelang section of the Middle Ring Road II, allowing motorists to travel from end to end in just 9 minutes.
More than just improving connectivity, DUKE also disperses traffic from the city towards various suburban areas through multiple entry and exit points at major radial intersections. With DUKE, everyone is able to travel from one end of KL to other parts in minutes, bypassing high traffic areas such as Lebuhraya Mahameru, Jalan Tun Razak, Jalan Kuching, Jalan Sultan Ismail and Jalan Ampang. No stressful driving, no bumper-to-bumper crawl and no idle engine burning precious petrol will be guaranteed.
This shows that the project proposed by government has reduced the burden of the public. To be precise, the project was not done by government itself but they outsourced it from Konsortium Lebuhraya Utara-Timur (KL) Sdn Bhd (Kesturi). Now the management is planning to expand works on the 18km Duta-Ulu Kelang Expressway (DUKE) to ease traffic congestion, especially during peak hours as according to the article; the volume of traffic on the highway has already surpassed its daily projection of 110,000
