Five Decades of Public Administration in Thailand

Paper prepared for presentation at a seminar to commemorate the 50th Anniversary of the
School of Public Administration, NIDA, Anekprasong Building, 10th floor, Room 902, July
9th, 2005, 13.15-6.15 pm. Bangkok, Thailand.

Abstract
After five decades of the study of public administration in Thailand, four models of explanation of the Thai bureaucracy and public sector have emerged: the personnel administration model; the bureaucratic development model, the bureaucratic polity model, and the good governance model. The author compares and analyzes these models of explanation by considering their origins, frameworks and assumptions.
Some ideas about what needs to be done for the future development of public administration in Thailand are given at the end.
Introduction: The Background
In Thailand, the study of public administration at the university level can be traced back much earlier to the establishment of Chulalongkorn University in March 26,
1916 when the faculty of Public Administration was one of the four foundation faculties of the university (Meechart and Bowornwathana, 1986). However, the study of modern western public administration began about five decades ago. His
Majesty the King of Thailand and the Rockefeller Foundation supported the idea of institutionalizing public administration education in Thailand. Fifty years ago, in
September 1955, the Thai Government established the Thai Institute of Public
Administration (TIPA) at Thammasat University. A decade later, on

The services consist of many services the main services consist of the Fire service, the Armed Forces, the National Health Service and the Education System. However, conscious theorizing about it is, perhaps, less than a century old. A number of our colleagues asked us why we are asking that question again as we were planning this colloquium. Indeed that question had been asked 20 years ago, and answers have been provided us by eminent scholars of Public Administration such as Raul de Guzman and Onofre Corpuz. After two decades, we think it is worthwhile to revisit the issue and ask our colleagues once again to answer the question, “Is there a Philippine Public Administration?” This time around, we take the question a little further and ask an equally important second question, “If there is a Philippine Public Administration, then for whom does Philippine Public Administration exist?” Among the basic references we have been using in the general introductory course in Public Administration at both the graduate (PA 201) and undergraduate (PA 11) levels are essays by the aforementioned eminent scholars of Philippine Public Administration (Dr de Guzman and Dr Corpuz). These essays were published in a special issue of the Philippine Journal of Public Administration in 3 1986 (PJPA). While de Guzman and Corpuz both assert that there is a Philippine Public Administration, both also suggest that the question be properly contextualized. There is a Philippine Public Administration as far as there is an American, French and Thai public administration. There is a Philippine public administration as far as there are institutions of public administration addressing specific sectoral concerns.
