MAJOR CONCERNS IN PHILIPPINE PUBLIC ADMINISTRATION PRAXIS: REORGANIZATION DECENTRALIZATION AND CORRUPTION.

Reorganizing the Bureaucracy
Reorganization of the Philippine Public Administration had been sighted as the central to the entire initiative in the search and design for more responsive structures and process since the term of President Manuel Roxas in the 40’s to Arroyo in 2002.
Below are the major Reform Agenda and Re-engineering initiatives of the Administration to the Philippine Public Administrations.

Integrated Reorganization Plan (Presidential Decree No 1)
Administrative Reform through Decentralization and Reducing the Bureaucracy, and Standardizing departmental organization.
The Government was restructured according to Will of Marcos and it has been shielded from public scrutiny and criticism; thus the perpetuation of irresponsible acts. (Endriga, 2001)

Presidential Commission on Public Ethics and Accountability

Presidential Commission on Good Governance (PCGG)
Sought to restore government integrity and public confidence.
Civil Society Organizations (CSOs) Became more active in participating in decision-making and program implementation of the government.

Removal of thousands of civil servants from the position replaced through political appointment thus, blurring the merit and fitness of the civil service.

Praxis of NPM (Reengineering the Bureaucracy)

The Philippines 2000 (Flagship Program)
Envisioned to make the country globally competitive by pursuing the thrusts of deregulation, market liberalization, and privatization.
The reengineering plan remained a plan with the Congress not laying down the legal framework for his aspiration of streamlining the bureaucracy

    The year 1986 opened the door to a new era of military interventions in Philippine politics. The EDSA People Power Revolt showcased a total makeover in the Armed Forces of the Philippines’ (AFP) image, evolving from an armed forces subservient to a 20-year dictatorship (Selochan, 1989:1) to an armed forces dubbed as the “protector of the Filipino people[i]” (De Leon, 2005: 47-49). However, barely four months after installing President Corazon C. Aquino in office, various elements in the military – Marcos loyalists, Guardians, and the RAM-SFP-YOU staged four successive failed coup attempts and two aborted coup plots from July 1986 to August 1987 (Selochan, 1989:11-15).
