INTRODUCTION

Carlos P. Garcia is the eighth president of the Philippines and the fourth president of the Third Republic of the Philippines after he succeeded the remaining eight months of the term left by Pres. Ramon Magsasysay after dying from a plane crash. He was president again after winning the 1957 election. He was one of the presidents who has been exposed to politics for long and have had many experiences. He has been a governor, congressman, senator, and vice- president.
Indeed, he is one of those educated presidents, proven by a Law degree. Even before he was president, he has already shown his willingness to make Philippines a better country. He was one of those who helped in collaborating with USA to seek for assistance just for the recovery and reconstruction of the Philippines from the war.
The highlights of his administration were the Filipino First Policy (which is said to be what he is known for), Austerity Program (that didn’t became that successful), Bohlen–Serrano Agreement, and many more. They said that the main focus of his administration is to improve the economy of the Philippines and make it independent to other countries from its needs.
Can we really consider former Pres. C.P. Garcia one of the best presidents of the Philippines? Did his programs and laws benefited and made Philippines a better country? Did he fulfill conscientiously all his duties as a president? Let us know more about the economic policies Pres. C.P. Garcia has made for the improvement of the Philippines.
But first, let us discover who Carlos P. Garcia before he became a president.

To have a glance on the a report prepared by Mr. Peter Wallace in its book entitled “Does the Philippines have a Chance?” you can see the naked truth about Philippines negative side. The identified realities then hamper development of the country. These realities were very complex that intertwined with each reality. Once the one problem exists it bred other problem or simply called the domino effect. The interrelated detrimental realities maybe made Mr. Wallace to raise the question, “does the Philippines have a chance?”…

I have heard pretty much more or less about 10 State of the Nation Addresses by many presidents. They all have told pretty much the same common and general thing, that they being the president of the country for this year have done so much to help the Philippines. With investments coming in, roads and buildings constructed, health, education and insurance growths. Believe me when I say I have heard it all. Pnoy’s SONA is pretty much the same things I have heard other presidents say. They boast numerous and countless achievements in their term but still I have never yet to hear a truthful lay down of the Philippines in pretty much every SONA.…

Andres Bonifacio simmered with rage and humiliation. Ferdinand Emmanuel Edralin Marcos (September 11, 1917 – September 28, 1989) was 10th President of the Philippines from 1965 to 1986. He was a lawyer, member of the Philippine House of Representatives (1949–1959) and a member of the Philippine Senate (1959–1965). He was Senate President from 1963-1965. He claimed to have led a guerrilla force called Ang Maharlika in northern Luzon during the Second World War, although this is doubted.[1][2] As Philippine president and strongman, his greatest achievement was in the fields of infrastructure development and international diplomacy. However, his administration was marred by massive authoritarian corruption, despotism, nepotism, political repression, and human rights violations. He benefited from a large personality cult in the Philippines during his regime.[3] In 1983, his government was implicated in the assassination of his primary political opponent, Benigno Aquino, Jr. The implication caused a chain of events, including a tainted presidential election that served as the catalyst for the People Power Revolution in February 1986 that led to his removal from power and eventual exile in Hawaii. It was later alleged that he and his wife Imelda Marcos had moved billions of dollars of embezzled public funds to the United States, Switzerland, and other countries, as well as into alleged corporations during his 20 years in power.…

Public office is all about public trust. People’s perspective on the effectiveness of a president does not merely lie on the constitutional basis. It is not included or mentioned neither in the Constitution nor under its laws and regulations that the public trust must always be present in each and every president-elect of The Republic. Public trust is being determined by the people; so the power of a president in a democratic nation like Philippines lies on it. Because power is all about control, a president won’t be able to have the power over his or her fellow people if they don’t possess any trust on him; therefore, he cannot control these people with his words.…

The Presidency of Corazon C. Aquino spanned for six years from February 25, 1986 to June 30, 1992. The triumph of the peaceful People Power Revolution and the ascension of Corazon Aquino into power signaled the end of authoritarian rule in the Philippines and the dawning of a new era for Filipinos. The relatively peaceful manner by which aquino came into power drew international acclaim and admiration not only for her but for the Filipino people, as well.…
