PAWS (Philippine Animal Welfare Society)

The Philippine Animal Welfare Society (PAWS) is a volunteer-based non-government organization whose goal is to prevent animal cruelty through education, animal sheltering and advocacy. PAWS believes that the creation of a more peaceful society starts with the widening of mankind's circle of compassion which includes animals, thereby envisions a nation that respects animals, practices responsible pet ownership and protects wildlife.

Puppy Mills

PAWS opposes “puppy mills,” facilities and individuals who mass-produce puppies to sell them on side walk, to produce them for the pet shop industry, for Internet sales, or for other retail purposes. Puppy mills suffer from poor oversight, control, and regulation. Ill health, genetic defects and/or negative behavior traits are often overlooked in favor of financial profit. The dogs used for breeding purposes are often insufficiently cared for, inhumanely housed, and lacking adequate veterinary care.

Retail Sale of Pets

PAWS advocates the adoption of animals from an animal shelter versus the purchase of an animal from a breeder or a pet shop. Pet shops are the primary customers of puppy mills. If the individual chooses to buy a specific breed of dog, we encourage him to seek out reputable breeders dedicated to improving the health, condition and behavior of their animals.

Animal Experimentation

PAWS is opposed to the use of animals in experimentation. In the interim, it will work for the enforcement of the Three Rs within industries that still use animals for research.

The Three Rs
Reduction – of the number of animals being used
Refinement – animals should not feel pain while being experimented on and should be euthanized immediately after the experiment if they can no longer be rehabilitated
Replacement – will promote the use of alternative methods of research and dissection (virtual dissection)

    Puppy mills were established in the 1940’s after World War II. The United States Department of Agriculture (USDA) suggested breeding dogs as an alternative to wide spread crop failures in the Midwest. The farmers liked this idea because breeding dogs was cheaper and there was less physical labor involved than in growing crops. They also did not have to worry about the weather. The farmers took their chicken coops and rabbit hutches and repurposed them for dogs and the retail pet industry. The farmers had little knowledge of the puppy industry and often had very little money to start this venture. They did not know that puppies needed companionship and they also skipped veterinary care for the puppies. This led to the substandard condition of puppy mills.
