Introduction

The bond market in Pakistan is comprised of debt and debt like securities issued by a) the Government; b) statutory corporations; and c) corporate entities. As of June 30th, 2003, the size of the Pakistan’s bond market was approximately Rs. 1,892 billion equivalent to USD 33billion. The bond market is clearly dominated by the Government, which accounted for Rs.1,852 billion (or 98%) of total bonds outstanding as of June 30th, 2003 followed by corporate entities Rs. 25 billion (1.32%) and statutory bodies Rs.15billion (0.79%).
The following table shows the outstanding position of bond market during the period June 30th, 2003 as compared to June 30th, 1996.

    Geeli has historically used only short-term domestic bank financing and hence the management is inexperienced in managing long term debt servicing. However, it is necessary to consider the various debt markets where Geeli can issue long term debt. The team evaluated the various debt markets based on the same base criterion as the equity markets (See Exhibit A). Firstly, Geeli can borrow from Chinese state owned commercial banks. However, most loans went to state owned companies. Due to high level of non-performing loans, government implemented policies that have discouraged inexperienced credit officers from lending to private firms. Thus, borrowing large amounts from domestic banks was politically risky and costly due to high premiums that credit officers may charge due the policy of ‘individual responsibility’. As an alternative, Geeli can raise money in the Chinese corporate bond market. However, the corporate bond sector in China has had a history of defaults that resulted in stringent listing requirements. All recent issuances have only been from ‘AAA’ rated state companies. Also, unfriendly bankruptcy procedures drove away potential creditors. These factors made domestic corporate issuance impossible. The next option was to borrow from foreign banks present in China. But they had limited presence in China. The foreign exchange controls very yet to be relaxed in 2005 which limited foreign banks access to clients in China. So Geeli has to wait for the WTO reforms to be implemented that would have fully opened Chinese markets to foreign banks. Additionally, RMB denominated loans in China had limited attraction to the foreign clients due to the 30% average recovery rate which is much lower than the 85% rate observed in US. This will mean foreign creditors will expect a significant premium for Geeli’s debt.…

    Education is a universal, fundamental human right, recognized by the Universal Declaration of Human Rights, and reaffirmed in international human rights conventions. In this era of technology, advancement and globalization, education is the key to success and peace. Education is considered as the cheapest defense of a nation. But the worst condition of education in Pakistan reflects the fact that it is unable to defend its own sector. Though 62 years have passed and 23 policies and action plans have been introduced yet the educational sector is waiting for an effective educational reforms. With respect to Human Development Index, Pakistan has been placed by UNDP at 136th position, lower than some of its regional neighbors like Sri Lanka, Maldives, India and Myanmar mainly due to its low literacy rate and low primary level enrolment. In different reports the Ministry of Education claimed that literacy in Pakistan is over 50%, but open sources disagree with it and they say that it is merely 35%. Ratio of budget indicates the level of importance given by a nation to the education. Historically, Pakistan has been spending less on education, as compared to other countries in the region. Pakistan spends less than 2% of its GDP on education which is less than Iran, India, Nepal, Bangladesh and Maldives the neighboring countries of Pakistan, the world standard stands at 5% of the GDP. With such non serious attitude towards Education, there remains a dearth of well educated and skillful individuals. Among the SAARC Nations, Pakistan is at the sixth and at the 159th position among the 174 World countries.…
