Abstract
Dr. Francisco is a past president of the American Chemical Society, the world's largest scientific society, and served as president of the National Organization for the Professional Advancement of Black Chemists and Chemical Engineers. He is a fellow of the American Academy of Arts & Sciences, one of the nation's oldest and most prestigious honorary societies, and is a fellow of the American Physical Society, American Association for the Advancement of Science and the American Chemical Society.

He was born to Lucinda and Joe Francisco’s. Joseph happen to grew up in Beaumont, Texas under his grandmother care . As he was growing up in Beaumont, Texas, his opportunities were limited because of him being an African American male. His life consisted of day-to-day tasks and was never about future planning. College wasn’t even a task, so he never paid much attention to it. Despite the uncertainty, his grandmother, Sarah Walker, who was a strong woman and a great role model for him, was supportive and encouraged him to get an education. He attended Forest Park High School University of Texas, and graduated in 1977 . A chemistry professor, named Dr. Raymond Davis gave him the first step. He singled him (Dr. Francisco) out from a class of about 350 students to conduct study as a freshman with math students and post docs. Working in a laboratory was very important because he was being groomed and nurtured to go to graduate school. Francisco’s research caught the eye of Australian professor who invite Francisco to do research back in his home country. “Going abroad would change the whole sense of how he’ll would have been looking at science and not only with the environment,” he says. Davis, also Francisco’s college adviser, then encouraged him to go on to graduate school.
