Italy is a parliamentary, democratic republic with a multi-party system. The executive power is exercised collectively by the Council of Ministers, which is led by the Prime Minister (current Mario Monti). Legislative power is vested in the two houses of parliament primarily, and secondarily on the Council of Ministers, which can introduce bills and holds the majority in the parliament. The President is the head of state (current Giorgio Napolitano). At the moment, Italy is ruled by a very instable and fractioned government, without a reliable majority. VAT taxation in Italy is now 21%, while fiscal pressure on corporates is around 52%. In 2012 Italian government has invested 800 million euro in digital infrastructures, considered an enabling factor for industrial development. In the same year, the Italian Digital Agenda has been instituted, with the aim of filling the digital divide, by directing and monitoring the ICT development. The consequent improvement in connectivity is expected to have a positive impact on the demand of smartphones and portable devices. There is also a proposal of one of the major parties aimed at diffusing a free Wi-Fi access available to all Italian citizens on the national territory. In order to access the mobile apps market it is necessary to register to the stores, without any severe national law affecting the process. Furthermore, it is not necessary to be an enterprise to sell apps, also privates can do it. Only in case of incomes higher than 5.000€, it is mandatory to have a VAT account.

After world war one, both Italy and Germany suffered immensely in an economic sense. Italy as a country lacked major aspects such as raw materials, a large domestic market and an established trading system. If Italy possessed these key factors, it would not have slipped into post war recession. But Italy’s economy instability after world war one is what ultimately led to the working class of Italy to support more extremist groups such as the ‘Italian Fascist Party.’ The Italian population was faced with a 500% inflation and an increasing unemployment rate.…
