Character and Mental of Indonesian Citizen towards a Successful Political System

Indonesia is now standing as a big democratic country towards international environment. The freedom could be seen everywhere. Freedom of speech, media, and governmental transparency such as in a general direct elections. Indonesian citizen able to enjoy their daily life in such an open environment. However, the political situation within the country is not facing a smooth process. Seen by the amount of corruptions cases occurred and many other cases related to government political affairs. If seeking for a suitable political system for the recent Indonesia, I would choose inland agrarian. A suitable political system to be implemented in Indonesia despite being a democratic country. Inland agrarian is a system where the government has definite role to control its people, its resources and so on. It means there will be clear borders and rules in order to maintain the state and the society. This system is identic as a homogenous system to reach an equality for all. In other words, to have the sovereignty and the welfare, everything put on the same level. Inland agrarian characteristic also falls on the main territory which is the dry area (land) to be explored. As long as I figured, most of Indonesian people has low motivation towards something –lazy to do anything. Even though there are a lot of good Indonesia citizen who being active and full of motivation but in other side those negatives vibe is still exist. Mochtar Lubis in his book Manusia Indonesia: Sebuah Pertanggungjawaban even defined Indonesian people as someone who is hypocritical, irresponsibility, feudal-minded, superstitious, weak character, wasteful, lazy, grumbler, jealous quickly, pretentious and imitator. Well, it sounds pathetic but we cannot deny if those thing is actually happen in our society. Therefore Indonesia need a system that able to lead its people to do something properly.
Furthermore, this citizen behavior is connected to the political culture that Indonesian society have. Political culture refers to a set of widely shared beliefs, values and norms concerning the relationship of citizens to government and between one another.     Setelah lengser Presiden Soeharto proses demokratisasi berkembang pesat seiring dengan reformasi yang terus dilakukan dari tahun 1988 sampai sekarang. Hal yang paling menarik adalah reformasi di bidang kepartaian, dimana selama Orde Baru partai dibatasi hanya tiga partai yaitu partai Persatuan Pembangunan (PPP), Partai Golkar, dan partai Demokrasi Indonesia. Pasca Orde Baru (era reformasi), partai peserta pemilu diberi kebebasan sepanjang memenuhi persyaratan yang telah ditentukan. Hampir 140 partai lebih terdaftar setelah tujuh bulan Presiden Habibie berkuasa, dan kemudian hanya 48 partai yang dapat ikut dalam pemilu Juni 1999. Dari ke 48 partai yang ikut dalam pemilu, hanya 21 partai saja yang mendapatkan kursi di Parlemen (DPR). Dari 21 partai yang mendapatkan kursi di Parlemen, hanya ada enam partai saja yang mendapatkan suara minimal 3 % yaitu partai Demokrasi Indonesia Perjuangan (PDIP), Partai Golkar, Partai Kebangkitan bangsa (PKB), partai Persatuan Pembangunan (PPP), Partai Amanat Nasional (PAN), dan Partai Bulan Bintang (PBB). Sementara ke 42 partai tidak dapat mememenuhi batas batas minimal perolehan suara sehingga mereka harus meleburkan diri dengan partai lain atau membuat partai baru. Namun demikian, munculnya beragam partai baru belum diikuti dengan kinerja partai politik yang baik. Hal ini ditunjukan dengan tidak berjalannya fungsi organisasi, dimana partai politik hanya dikendalikan oleh sekelompok elit parpol baik yang ada di pusat maupun di daerah.
