Analysis of Case Study by Elizabeth Layman (2011),"Job Redesign for Expanded HIM Functions." Goal setting brings about changes and improves performance. In the case study by Elizabeth Layman, she analysis the theory of goal setting. In her research she identified the principle of goal setting which is clarity, challenge, commitment, feedback and task complexity. Her research showed that the achievement of goals is related to these five goal settings. Goals should be clear and specific. Clarity is about knowing what you are trying to achieve. When goals are specific that mean they are measurable and we should be able to measure the goal’s outcome. For example, they goal is to change the electronic health records and have a constant change in the health care delivery system and to carry out these changes in the case study it talked about “Working smarter which would become the reasonable alternative” and to help all departmental members to work smarter, by redesigning work and jobs. To redesign work is to revise in appearance, function or content and in the case study I see how managers and directors use the indicators of change to monitor they environment. The more difficult the goal, the more effort you will put in. The result is difficult and challenging goals lead to higher performance. The principles of job enrichment which is the technique that allows the workers more control over how they perform their own task is applied in this case at the departmental level.     Goal-Setting Theories have evolved since the 50s and have an impressive documented literature. The Goal-Setting Theory addresses the issues that goal specificity, challenge, and feedback have on performance (Robbins, 2009, p185). Setting goals and motivating employees are always an important issue for a manager, however in certain cases it is difficult to make it operational. A more systematic way to utilize goal setting is with the management by objectives program (MBO), which introduced the system of SMART method of goals that are specific, measurable, achievable, realistic and tangible. MBO itself was first outlined by Peter Drucker in 1954 in his book “The Practice of Management”, in which he highlighted the principles of MBO: cascading of organizational goals and objectives, specific objectives for each member, participative decision making, explicit time period, performance evaluation and feedback.     The goal-setting theory claims, “people are motivated by the process of identifying and achieving goals” (Schaub, slide 19). Setting goals gives individuals something to work towards, creates a desire to achieve results, and is necessary for success. The goal-setting theory is considered to “be among the most valid and useful motivation theories” (MindTools) as long as goals are being appropriately set. Goal setting can be motivating if goals are set purposefully: SMART (specific, measurable, attainable, relevant and time-bound) goals, being made public, and followed with encouragement from superiors and peers along the way. Employees have different levels of motivation, and thus must have their own individual goals. This gives management an opportunity to interact with their employees: to help employees set the measures, time frame, and specifics of goals that are a perfect fit for the individual: not the whole population. This collaboration of goal setting between manager and employee makes goals public, giving an extra incentive to show progress towards goals, and it builds the management-employee relationship to build company morale. In addition to individual goals, it is key to have an organization-wide goal, which brings all individual goals together for a common team goal.
