Constraints in livestock sector in Pakistan
LIVESTOCK IS an important sector in agriculture. It represents 52.2 per cent of agricultural value added and contributes 11 per cent to the Gross Domestic Product (GDP). Some 30-35 million rural people depend directly or indirectly on livestock f or their livelihood. It has potential to absorb more rural labour to reduce rural poverty if proper attention is given to this sector. Pakistan is proud to be the f if th largest milk producer in the world. In addition to f ood products, livestock sector also provides f ood, milk, meat, eggs, manure (used as f uel or f ertilizer), f eathers, f ibre, hides, and horns. In today’s world, their role in f ood security cannot be overstated. In order to achieve sustainable development of agriculture, it is important f or the Government to give more attention to livestock and dairy sector. Realizing its signif icance to poverty alleviation, the government has started giving some attention to this sector but no big national or international investment have been seen in dairy, beef , mutton or carpet wool production sub-sectors of livestock. It is pre-requisite to the sustainable economy of the country to increase the animal production. Most of the livestock production system is still orthodox and rural subsistence oriented. Some investment in this sector is appreciable but still there is a lot which needs to be done. T here are many issues in the animal production which should be addressed properly. Constraints and problems to increase livestock or animal production are almost similar in Asian countries. T he most substantial constraints in Pakistan are nutrition, animal health, animal productivity/genetic make-up of the animals, the provision of f inance to livestock f armers, livestock extension and marketing. T hese f actors are brief ly discussed below.

    With around 56.7 of worlds buffaloes, 12.5 cattle, 1.5 pigs and 3.1 poultry, India has the largest livestock sector in the world. Animal husbandry, being an integral part of the Gross Domestic Product, comprised 4 of the GDP and 26 of the agricultural GDP. Generating outputs worth Livestock Rs 2075 billion (at 2004-05 prices) in 2010-11, the total output worth was higher than the value of food grains. Livestock sector plays an important role in socio-economic development of rural households. Over the last two decades, livestock sector has grown at an annual rate of 5.6 percent, which is higher than the growth of agricultural sector (3.3 percent). The share of livestock in GDP also declined but not as steep as the share of agricultural sector. It remained between 5-6 until 2000-01 and then gradually declined to 3.9 in 2010-11. Nonetheless, the share of livestock in the agricultural GDP improved consistently from 15 in 1981-82 to 26 in 2010-11.The Livestock Insurance Scheme is a centrally sponsored scheme under which the crossbred and high yielding cattle and buffaloes are being insured at maximum of their current market price. The premium of the insurance is subsidized to the tune of 50. The entire cost of the subsidy is being borne by the Central Government. The benefit of subsidy is being provided to a maximum of 2 animals per beneficiary for a policy of maximum of three years. The scheme is being implemented in all states except Goa through the State Livestock Development Boards of respective states. The scheme is proposed to be extended to 100 old districts covered during pilot period and more species of livestock including indigenous cattle, yak mithun. The Livestock Insurance Scheme has been formulated with the twin objective of providing protection mechanism to the farmers and cattle keepers against any eventual loss of their animals due to death and to demonstrate the benefit of the insurance of livestock to the people.     Large ruminants such as cattle continue to play an important role in the livestock production system in India. Indian cattle breeds are of smaller mature body size, grow at slower rate and produce a low quantity of milk as compared to the breeds found in temperate countries. However, the breeds are hardy, and well adapted to heat stress and poor quality diets, a situation which is characteristic of tropical countries. The nutrient needs of these animals probably differ from those prescribed in the feeding standards of temperate countries (NRC, 1989; AFRC, 1990) because of differences in genetic makeup, mature body size and growth rate, quality of feeds, climatic conditions and differences in efficiency of nutrient utilization. Very few studies have been conducted so far to measure nutritional requirements of tropical breeds, which is perhaps the most important consideration to obtain the best efficiency in any type of production system. Knowing the properties of the feed is equally important. Singh et al. (2003) reported that elevating feeding plane by 20% above NRC (1989) feeding standards during 60 d prepartum to 120 d postpartum period improved productive and reproductive performance of high yielding Indian cows.…
