The Civil Service Commission (CSC) is the central personnel agency of the Philippine government. One of the three independent constitutional commissions with adjudicative responsibility in the national government structure, it is also tasked to render final arbitration on disputes and personnel actions on Civil Service matters.

Composition of the Civil Service Commission
The Commission en banc is composed of a Chairperson and two Commissioners who are appointed by the President of the Philippines with the consent of the Commission on Appointments for a term of seven years without reappointment. Appointment to any vacancy shall be only for the unexpired term of the predecessor. In no case shall any Commission Member be appointed or designated in a temporary or acting capacity.
Currently, the chairperson of the Civil Service Commission is Dr. Francisco Duque III, former Secretary of the Department of Health, and was appointed by ex-President Gloria Macapagal Arroyo. The two commissioners included are Nieves L. Osorio and Robert S. Martinez, who were appointed by our current President.
The offices included in the commission are: (1) The Office of the Executive Director headed by an Executive Director, with a Deputy Executive Director
(2) The Merit System Protection Board (composed of one Chairman and two members)
(3) The Office of Legal Affairs
(4) The Office of Planning and Management
(5) The Central Administrative Office
(6) The Office of Central Personnel Records
(7) The Office of Position Classification and Compensation
(8) The Office of Recruitment, Examination and Placement
(9) The Office of Career Systems and Standards
(10) The Office of Human Resource Development
(11) The Office of Personnel Inspection and Audit
(12) The Office of Personnel Relations
(13) The Office of Corporate Affairs
(14) The Office of Retirement Administration
(15) The Regional and Field Offices.—The Commission shall have not less than thirteen (13) Regional offices each to be headed by a Director, and such field offices as may be needed, each to be headed by an official with at least the rank of an Assistant Director.

Organizational Structure - Each office of the Commission shall be headed by a Director with at least one (1) Assistant Director, and may have such divisions as are necessary to carry out their respective functions. As an independent constitutional body, the Commission may affect changes in the organization as the need arises.
Qualifications of the Members:
They are:
1. Must be natural born citizens of the Philippines
2. Must be at least thirty-five (35) years of age at the time of their appointment rather than the assumption of office
3. Must be persons with proven capacity for public administration
4. Must not have been candidates for any elective position in the election immediately preceding their appointment

How they assume office:
Appointment of Chairman and Commissioners.—The Chairman and the Commissioners shall be appointed by the President with the consent of the Commission on Appointments for a term of seven years without reappointment. Of the first appointed, the Chairman shall hold office for seven years, a Commissioner for five years, and another Commissioner for three years, without reappointment. Appointment to any vacancy shall be only for the unexpired term of the predecessor. In no case shall any Member be appointed or designated in a temporary or acting capacity.
