Agenda: Additional street lights on Normandie Ave between Redondo Beach Blvd and Magnolia Ave.
Location: Gardena City Hall, 1700 W 162nd St, Gardena, CA 90247
Meeting time and date: October 28, 2014, 7:30 PM. (Entrance to Council Chamber opens at 6:45 PM)
Preparation: The Gardena City Council regularly meets on the second and fourth Tuesday each month at 7:30 p.m., with the Mayor presiding. The City Council will hear from the public on any item on the agenda or any item of interest that is not on the agenda. The speaker will be required to complete a form entitled Request to Address City Council. This form is available just inside the entrance to the Council Chamber. Hand the completed form to the Sergeant-at-Arms prior to the start of the meeting.
Panel: Mayor, three Council members.

Listening audience: Past meetings seem to average twenty or less audience members. With the members of our Neighborhood Watch included, possibly 20-25 people in audience.
Potential audience demographic: Gardena is a predominantly Hispanic/Asian community, middle class. Council meetings are normally attended by older citizens, age demographic 35+. Educational background will vary, non-graduates, high school graduates, college educated may all be in audience.
Speaking prep: Each speaker will step up to podium and address panel (Mayor and council members) in front, while the audience remains seated behind. Request for additional street lights is not on the agenda, so must be addressed during the "Oral Communications" section of the meeting. Individuals who wish to address the council will be given 3 minutes to speak on matters not on the agenda. Oral communications will be heard at or before 8:30 PM.
Issues:
-Not enough street lights in our neighborhood.
-Dark areas are dangerous for women and children, neighborhood residents are uncomfortable with this.
-Lack of proper lighting invites criminal behavior, break-ins to neighborhood homes.
-Difficult to identify people walking

She spent most of her time reporting on the expenditures the city is required to pay out to Memorial Health system, which from the way they were speaking I understood there was some sort of legal settlement they have to pay out on.
