In this case, there are four following issues in Celeritas, Inc. Initially, the Celeritas lacks of trust and communication among the executive management team. As a president and CEO of the company, Philip does not trust his management team and divisions; he makes all decisions by himself rather than delegate to management team. He recognized they are divided and does not believe the team has a vision of the company. Meanwhile, Every SVP is extremely professional on his area. However, they lack communication to work together, which cause the divergence between different sectors. Otherwise, the management team prefers to assign blame rather than to support the cooperation of the other divisions. Second, the Celeritas lacks the consistent decision-making strategy. In the early year, three cofounders made all of the decisions. After two of them left, Philip does not trust his team and still make all of the decisions. Sometimes, he is Indecisive and does not make quick decisions and strategy faced to the trend and market. Otherwise, The primary reason for many enterprises ' low decision efficiency is that the implementation does not match strategy and lacks organizational guarantee. The whole organization
