“The best predictor of future behavior is … past behavior.” JB has had 7 housing situations, not unlike what we saw today at Powell Butte. All involved him self medicating with cannabis and alcohol and a staunch resistance to medications. His conduct entailed interference with the quality of life of his neighbors, wholesale property damage, aggression/threatening. All involved with him being forced, under the threat of eviction. Several times he wound up being committed or homeless on the streets and now 4 years in a step down program. So what's different now?

When we met with senior Cascadia staff the 1st of February, Dr. Conour approved him safe to be in the community, on his present medications. I have implicit faith in his judgment. The

    On June 2, 2016, while serving room restriction for another offense, Rashad made direct threats to harm staff and was observed attempting to provoke other residents to physically attack that staff member. Rashad has flat out refused staff directives in his most recent incident, which resulted in a 48 hour room restriction. On June 23, 2016, Rashad again made direct threats towards staff and became verbally aggressive towards staff when redirected. This incident is the latest in which he has made direct threats towards staff. In addition he remained defiant for several hours following his placement on room restriction and continued to ignore staff directives. This behavior is not only displayed in the CPP Unit, but he displays negative behaviors in the classroom and within a group setting; which results in disruption of services for other residents, as well as persuading others to be disruptive. Rashad does not appear to be motivated by the negative reinforcement initiated through the CJDH Behavior Management Program, or by the rewards-based incentives he can earn through the program commissary.     Keith Huff exemplifies how the parole conditions placed on released criminals negatively affects their re-acclamation into society and how these laws ultimately send these people back behind bars within a year of release. He was put under the strict guidelines that forced him to live in temporary housing with other recently released criminals in transition instead of moving to a more stable environment. Given no aid to promote his acclamation into society after over 25 years in prison, Keith was unable to meet the high demands of his parole. With no money and no job prospects, he stopped taking his medication and missed consecutive meetings with his parole officer. His counterpart Charles McDuffie was given proper rehabilitation treatment after his release and was able to make a smoother transition into society because of this additional aid. Both men were incarcerated for relatively similar crimes, yet their outcomes were drastically different.     This study went on for ten years and they finished it in 1948. THe study was to see what factors really play into delinquency. “It takes the same ingenuity and patient research to get at the causes of delinquency. When we have isolated the causes we can determine the preventive program that will be useful, and also the effective treatment for each individual case.” (Lyons) In their research they had made prediction tables.
