1. General

1.1 This is an Approved Procedure which has been prepared in support of the Company Operational Safety Rules, particularly Sections 4.4, 4.5 and Appendix D, and should be read in conjunction with them.

1.2 Entry to live open busbar substations is restricted to persons who have been trained, assessed and authorised in writing. These persons are responsible for maintaining the security of the premises during the course of their work or operations, and are responsible for the conduct of their Working Party. Other people may enter the substation as part of a Working Party under the control of a person with such authorisation.

1.3 Before starting work an 'Exposed Busbar Risk Assessment' shown in Appendix 1 must be completed by the Senior Authorised Person. This is in addition to any other documentation required, e.g. a work specific risk assessment, CDM paperwork, etc. This requirement can be dispensed with for lower risk activities such as site visits, inspections, routine work at ground level such as grass cutting, weed killing, rubbish collecting, cable pumping, and fixing labels. For these activities a work specific risk assessment is required.

2. National Standards

Historically UK Electricity Supply Companies have implemented combinations of chain, cone and flag equipment colours specific to their company to identify safe routes in substations and delineate safe areas for work. These companies (members of the Energy Networks Association) have agreed in principle that a standard colour scheme should be the long term industry goal. These standards are as follows [with SSE specific notes added in square brackets].
