2.6.1 Summarise Roles and Responsibilities of National and Local Government for Educational Policies and Practise.
Within the national government the Department for Education is responsible for education and children’s services which means that they have a responsibility for setting the national curriculum and early year’s foundation stage which schools and nurseries need to operate properly. They also look into new ways of developing the quality of service provided to children and young people under the five outcomes of every child matters; see unit 4.2.2. They also fund the research into educational based projects with children and young people. They also develop the role of the third sector: non-government organisations such as voluntary, charity and community organisations who work with children and young people. They develop the workforce reform such as the 2020 children’s workforce strategy. They also promote the integrated work of those who work with children and young people.
The responsibility of the local government is to provide the schools in the community with the services which they need. The local government ensure that all services run efficiently and work with each other aswell as the general public effectively. They are responsible for both the school and behaviour management issues and for the development or addition of school policies. They are also responsible for the training and professional development of staff. They also have a responsibility for special educational needs.
The local authorities provide documents to schools which set out their aims, values, visions and boundaries. The policies they have will communicate their leadership for schools in the community. They will also employ specialist advisers for each individual aspect of the curriculum. They have people in their own expertise in place for students with either special educational needs or challenging behaviour. Most of these services will free for the school and will be provided by LEA (local educational authority) however some may not be free such as when specialist teachers need
