As many of the slaves made their transition from bondage to freedom, the bureau proved to be very helpful in making the transition much easier than if the slaves were left to transition alone. Many Northerners recognized the bureau and created many small organizations during the war. The Northerners influenced the United States Congress to aid the relief of freed slaves and take on the role of providing for their welfare in the early 1860s. This also hurt the south economically, because there were no tariffs for any agricultural products and they had to pay extra taxes. Abolition was the movement by blacks, whites, men, and women to end slavery. They used legislation, organizations, rebellions and printed articles/books to support their cause. Two years after signing the Emancipation Proclamation, President Lincoln announced the Ten-Percent Plan, which required 10 percent of a Confederate state’s voters to pledge an oath of allegiance to the Union. However, on July 2, 1864, Radical Republicans from the House and Senate considered Lincoln’s Ten-Percent plan to be too lenient on the South, passing down the Wade-Davis Bill that required 50 percent of white males in rebel states to swear a loyalty oath to the constitution. Instead, Lincoln pocket-vetoed the bill, and as a result the Wade-Davis Bill was never…
