Youth Probation Officer
Probation officers are members of the criminal justice system whose purpose is to supervise offenders to ensure that they are following court orders and are on good behaviour for a period of time (Ministry of Community Safety and Correctional Services, 2016). Youth probation officers work in the community to regulate and maintain the order of juvenile offenders. The goals are to prevent youth offenders from reoffending and to help them find a positive role in society. According to Umamaheswar (2013), to build a better relationship with the youth offenders, the probation officers will refer to them as “clients.” In the city of Toronto, youth probation officers have participated in programs and have effectively worked with youth but there are …show more content…
The outcomes of the interviews demonstrated how officers use their role to hold their clients responsible for their actions, encourage them to assert control over their lives, and maintain optimistic about living a life away from deviance (Umamaheswar, 2013). To address these roles, youth probation officers aid their clients in finding resources and making those resources available (Umamaheswar, 2013). The Toronto Anti-Violence Intervention Strategy classified the area as a place with high level of gang activity (Public Safety Canada, 2011). The MY Regent Park project was to reduce and prevent crime, specifically gang activity, in Regent Park by mentoring and mobilizing youth (Public Safety Canada, 2011). The program targeted youth in the neighbourhood between the ages of twelve to seventeen, who were already in a gang or were at risk of joining one. It consisted of several components, including suppression. Project staff had ten hours of training about gang behaviour to ensure they can address the concerns on youth behaviour. Youth were being mentored and supervised by the staff members working with the police and probation organizations to increase their chance of successful probation (Public Safety Canada, 2011). Overall, the implementation of the MY Regent Park project has been a success when it was observed. All partner organizations collaborated to form a thorough training program for the staff to work with the community.     Public safety and the safety of communities are one of the most important areas of focus for the police, which is why I chose to do my policing paper on the crime prevention program known as TAVIS. TAVIS stands for Toronto Anti-Violence Intervention Strategy and was created on January 5th, 2006 which included 3 new rapid response teams with 18 officers on each team. The idea was that the teams could be released instantly if any gang or gun violence was reported. A total of an additional 72 officers were formed into these teams and are strategically placed throughout Toronto in the most gun violence or gang oriented areas to prevent crimes from occurring. Throughout the summer months the teams are placed in specific locations for lengthy periods at a time to cut down on the criminal activity. The declared objective for TAVIS is “The Toronto Anti-Violence Intervention Strategy is an intensive, violence reduction and community mobilization strategy intended to reduce crime and increase safety in our neighbourhoods”.1 TAVIS addresses the problem of high levels of criminal activity for such small neighbourhoods or communities in Toronto. For instance, the neighbourhoods of Keele and Eglinton and Jane-Finch area received more TAVIS officers during the summer months due to the high levels of crime in the areas for them being such small neighbourhoods. TAVIS has 3 main parts to the program. Those parts consist of 1. Additional Toronto Police Service officers are assigned to areas experiencing an increase in violent activity, 2. The purpose of this study was to describe and compare probation strategies of probation officer trainees and to generate initial normative data to compound the validation of an instrument that measures probation strategies. The instrument 's design measures three predominant caseload management strategies: casework, resource brokerage and law enforcement. Five groups of trainees (n=158) were administered the instrument during pre-service training. The study asked several questions relating to the variables of age, length of service, gender, and assignment as an adult or juvenile officer on role and function perception. Using analysis of variance, correlation, and multivariate analysis, results found that juvenile trainees scored significantly lower on the law enforcement scale and older trainees endorsed law enforcement strategies less than younger trainees who tend to endorse it. The study also found that law enforcement strategies fade with length of service and gender did not play a role in strategies. The study concluded that the probation strategy of law enforcement remains a primary role in probation and parole. The instrument 's ability to match officers with functional roles and intervention strategies in varieties of probation settings could assist in training entry-level probation and parole officers in understanding the range of roles, functions and strategies required to perform the job.     The juvenile justice system should focus on rehabilitation because while punishment may be unpleasant we need to focus on mental health assessment and services for youth (modelsforchange, n.d.). Most youth who are only punished reoffend because the reason for the initial offence was never addressed. Youth Outreach Services (YOS) focuses on mental health assessment and services for youths because upon identifying mental, emotional or ongoing problems caused by trauma the youth can receive follow-up testing or immediate assistance.     During the Spring 2013 semester, I was granted the opportunity to intern at Denton County Juvenile Probation. This institution is responsible for delinquent juveniles that have committed a criminal act. The institution consists of several departments: intake, the court, detention, the POST adjudication program, and JJAEP (Juvenile Justice Alternative Education Program). My intern experience consisted of working with juveniles placed in the Courage to Change (CTC) POST adjudication, which is a diversion program of the Texas Juvenile Detention Department (TJJD). However, while interning, I was able to experience the many facets of the juvenile justice system, from the juveniles’ entry into Denton County Juvenile Detention Center, all the way to their release from the Courage to Change program and their re-entry back into society.
