WORKPLACE HEALTH AND SAFETY MANAGEMENT SYSTEM
PURPOSE
This paper is intended to provide an organized approach for managing Workplace Health and Safety through the development of a management system compliant with the Australian Standard AS4801. In addition to this paper the explanation of relationship between BHP Billiton Limited for the provision of safety related services via a Corporate Service Agreement and specifies responsibilities and accountabilities for the parties.
SCOPE
The objective of Workplace Health and Safety Management System (WHSMS) is to provide the outline of a system which exceeds the requirements of AS4801 Workplace Health & Safety Management Systems. BHP Billiton Limited WHSMS is intended to ensure the safety of its employees, visitors and contractors as per their safety policy. It is also designed to help BHP Billiton Limited to ensure that its workplaces are safe and meets the company standards. This WHSMS applies to all BHP Billiton Limited offices operating in Australia region;

The WHSMS offers guidance on how risk’s is managed and controlled and continual improvement achieved. It is not intended for everyday use by all persons within the organisation but give a guide to the systems implemented within the company for meeting the businesses safety objectives
DEFINITIONS
Audit
An organized assessment against pre-defined criteria to conclude whether activities and related results conform to intended arrangements.
Audit Plan
A documented plan which recognizes specific audit proceedings to be taken, who the actions are to be completed by and when they are to be completed on an annual basis.
Competent person
A person who has gained through training, qualification, or experience, or a combination of these, the skills and knowledge in addition to WH&S skills and knowledge, qualifying ones to perform the task required.
