The state is the most important key actor in international relations. This is because of its sovereignty that gives them authority over their own territory, its citizens and the authority over the powers delegated to international institutions. The state also has the mandate to create IGOs and set their roles. They also create international laws and norms and determine their effectiveness through their compliance or the failure to comply.

They also matter because environmental problems can harm human health and well-being, impose disruptive costs on national economies, and even fuel political instability and violent conflict by exacerbating inequalities and tensions in resource-poor areas. To deal with this pressing issue, international organizations work closely with states and need active participation of the citizens since it’s the most affected. The state has the mandate to handle its global challenge facing it as individual. However some global issues which have a lot of impact on state affairs are beyond the states reach. The ability of a state to handle a global domestic issue depends on its economy and its advancement in technology. Some global issues are very expensive to handle. A good example for this case is terrorism.
For a state to handle terrorism, it should have a well trained military with the modern weapons to fight. The economic power of that country should also be good since war is both destructive and costly. In this regard, developing states and the less developed countries will require an international help and cooperation to face terrorism. This qualifies the state to be too small to handle some of the global challenging issues as an individual.
Some global issues such as trade negotiations and trade barriers can be handled by a single state without the need to attract the attention of other states and international actors. This makes a state to too qualify to too big to handle global pressing
