What Are Gangs?
Gangs are a partnership arrangement, or a patron-client arrangement rather than as an immutable organizational structure with a clearly defined position. Gangs are made up of certain criminal patrons who trade information, connections with government officials, and access to a network of operatives in exchange for the clients’ economic and political support. For example, drug trade is operated by “small, flexible organizations of criminals which arise due to opportunity and environmental factors”.
