Unacceptable Risk Behavior Analysis
The following unacceptable risk behaviors were observed in the parking lot this morning:
-An individual in a Cadillac (white) drove through the pedestrian walkway from the north side of the parking lot by the Cooling Tower to the south side of the parking lot instead of driving out to the road and entering the proper way.
- Individuals are stopping their vehicles in the pedestrian walkways that cross the roads.
- Individuals in larger vehicles are parking their vehicles in the walkway in front of the MAC-8 because they do not fit in the parking spaces.
-Individuals are driving around the speed bumps.
-Individuals are smoking in the walkways. This results in smoke and ashes being blown into the individuals behind them.

As a pedestrian mall, Main Street in most of downtown Memphis is closed to vehicular traffic, with the idea of promoting usage by pedestrians. Trolley lines run along the middle of the street, although the trolleys are currently under repair and have been replaced with buses.
