a. Traditional Budgeting
Wildavsky (1978, p.502) mentions that "traditional budgeting is annual (repeated yearly) and incremental (departing marginally from the year before)". It is conducted on a cash basis in current dollar. It is also in the form of line-items such as personnel or maintenance. This system is essentially a financial plan of estimated expenditures expressed in terms of kinds and quantities of objects to be bought and the estimated funds needed to finance them during a specified period, usually one year (Babunakis, 1976).
The traditional budgeting system, therefore, provides a means for national governments to promote accountability with regard to the utilization of funds and to ensure every expenditure matches the original plans. It serves as the basis for establishing the financial accounting procedures and controls required to meet defined accountability and compliance requirements (Kenneth S. 1978). In modern times, traditional budgeting has also become an instrument of economic management and of planning (Wildavsky, 1978).
Furthermore, one of the main characteristics of this type of budget is that its stability of allocation, not only in absolute allocation but also in proportional terms, the marginal increments due to inflation or other consequences, is relatively constant from year to year. The main features and purpose of this approach are central financial control and accountability. At present, most developing countries use traditional budgets system that are based upon 'classical rules' which adhere to the principles of centralization, vote accounting, the gross budget principle, annuality and specification (Jones & Pendlebury, 1996, p.5).
However, there are considerable criticisms of traditional budgets. One of the fundamental weaknesses of the budgetary process is the use of the revised current year estimates of revenue and expenditure as the starting point for determining the budget for the next year (Jones & Pendlebury,

    A budget is a written financial plan for business operations developed for a specific period of time. Budgets are often developed for six months or a year but can cover a longer or shorter time period depending on the type of budget and the nature of the business. Because a budget is an estimate of what might happen, it usually cannot be followed exactly. Staying close to the amount budgeted is desirable. However, for various reasons beyond the control of managers, actual income and expenses may vary from the budgeted amounts. For that reason, managers often prepare three budget estimates. The first estimate assumes that sales will be less than expected. The second estimate considers what most likely will occur. And the third estimate assumes sales will be better than expected. The second estimate the one most likely to occur is followed unless anticipated conditions change. If sales are less than expected, the business can shift immediately to the first (lower) set of budget figures. In the finance ministry bottom down budgeting was a traditional way used in budget formulation. Top down budgeting came in the 1990s as a motivation to curb the fiscal deficits in which it lead to fiscal crisis in other countries. Top down budgeting was found that it helps and manages well the fiscal deficit efficiently unlike bottom up budgeting approach. Countries like Denmark, Korea Sweden, Australia, Netherlands, and Chile etc actively use top down budgeting because it helps in getting information for the evaluation of new initiatives and also in reviewing of programs for monitoring purposes. Sweden adopted top down budgeting approach because of the series of huge fiscal deficits it used to incur and it came to be that top down budgeting saved them. Top down budgeting is advantageous since it is done multiyear unlike bottom down budgeting which is annually. Top down Budgeting saves on time since it has delegated authority to take care of the budgeting process unlike Bottom down approach which is time consuming. Bottom up approach ignores economic forecast since it involves ministry by ministry analysis unlike top down approach which focuses on economic forecast as it is bases more in fiscal analysis. In top down budgeting there is ownership of proposal whereby the ownership is joint unlike bottom up approach where the ownership proposal is specific. We are able to see that top down budgeting is more advantageous to use in budgeting approach. Countries like Netherlands, Chile and Canada have independent bodies for economic forecast.
