Theoretical Underpinnings
The paper discusses one aspect of the theoretical underpinnings addressed in my ongoing doctoral research. It discusses the approval of a law making the teaching of African and Afro-Brazilian history and culture compulsory in K-12 (basic education) curricula at both public and private schools. The law is seen as curriculum policy aimed at promoting racial equality and a benchmark in the struggle to implement an anti-racist education in Brazil. The paper explores academic literature and legislation in order to understand the trajectory of Brazilian black movements. It also dialogues with epistemic perspectives stemming from Latin American postcolonial studies. I examine the rationale and context in which an education policy for race relations

    Before 1930 African-Bahian cultural practices were repressed and the elites favored a more Europeanized culture, something that did not only plague Bahia but could be found in other states of Brazil. The want for a more European state came from the idea of being modern, and the Bahian elites did not believe that inclusion of African-Bahian cultural practices in public life, fit into this modern idea. Although their practices were not accepted in public, and they were often persecuted for performing them at public festivals, Ickes argues, that the working class of Bahia were important to the reformulation of Bahian regional identity.     In Fabio Rojas’ Black Studies as the Loyal Opposition, he observes how the field of Black studies has transformed since its initial conception; because of administrative interference, most Black studies programs have been forced to adhere to a strict set of guidelines to maintain their legitimacy.     This narrative of physical violence is indicative of the more deeply engrained notion of symbolic violence against black women in Brazil. These men beat Pinto because they believed as a young black woman in Brazil her space was in prostitution. It is not uncommon “in contemporary Brazil [for] phenotype to be used as the basis for occupational and status based distinctions” (Caldwell, 51). Dark skinned women are often portrayed as either the bottom rung of prostitutes, earning less than mulata sex workers, or as “domestic labor[ers] that historically have ensured the survival and well-being of white families” (Caldwell, 52).     In the1960’s, Latin America was experiencing another revolutionary time in it’s history. The theory of Marxism was steadily growing and Latin American literature began to rise in prominence globally. Miguel Barnet, a writer of that time, sought out 103- year-old Esteban Montejo, an African man born into slavery in Cuba, to interview him about his past life experiences. From those experiences came “Biography of a Runaway Slave, ” an autobiographical account of Montejo’s life. From his first memories of the obscurities of nature to laboring endlessly while describing life on a sugar plantation he runs away from for a life in the woods where he feels free until the abolition of slavery arises saying he is free, soon realizing he’s not, he finds purpose. That purpose is joining in on the fight for Cuba’s independence from Spain for a chance to not only gain authentic freedom, but equality as well.     Nina Wallerstein and Ira Shor’s articles both provide wonderful summary and analysis of the concepts found in Paulo Freire’s Pedagogy of the Oppressed. The articles include analysis and suggestions of classroom application for terms such as problem posing, liberation, and critical consciousness. Freire stresses the need for love and faith in teachers, he advocates for a learning system that encourages critical thinking, examination of the learning-process and society, instead of being a “delivery [system] for lifeless bodies of knowledge” (Shor, 25).     Throughout Eduardo Bonilla-Silva’s Racism without Racists, he attempts to describe a new form of racism that has emerged in today’s society. Bonilla-Silva refers to this new style of racism as, “color-blind racism.” During the Civil Rights Era and other previous time periods, racism was characterized by brutal physical, verbal, and emotional battering of minority races through actions such as Jim Crows Laws and other inhumane acts. However, unlike violent-forms of racism that were practiced years ago, this new-age “color-blind racism” incorporates subtle, institutional, and apparently nonracial practices (Silva 2010). In order to counter this new form of racism in society, Bonilla-Silva explains how civilians need to become actively involved in the fight against color-blind racism. In order to actively fight against color-blind racism Silva distinguishes the difference between a non-racist and an anti-racist and the certain implications and repercussions that accompany each label. Although the transformation from a non-racist culture, to a new, anti-racist community could produce outcomes that solve racism altogether, with this transformation comes a major moral dilemma: whether receiving white privileges outweighs the moral obligation of promoting equality in society.
