Assignment-The Regional Security System in the twenty-second century.
The realization of a protected and steady atmosphere in the Caribbean is the concern of all nations in the region. As it relates to the nations of the Caribbean, a secure community encourages financial development and growth which in turn attracts persons to invest in the economy, more so from foreign origins. The trend has been for the Caribbean Community to move away from a weakening agricultural industry towards a more service oriented industry. In this regard, for a tourism sector to flourish, security is of paramount importance. If the now booming tourism industry in the Caribbean is allowed to deplete because of inadequate security, there is a dark future ahead for the Islands of the Caribbean.
It is against this background and when the global threats of drug trafficking, arms smuggling, terrorism and organized crime, among others, coupled with a lack of resources had weighed down on the ability of individual nation states in the Caribbean to sufficiently ensure their security, the Regional Security System (RSS) was born. The idea of the Organisation of Eastern Caribbean States (OECS) was that for the enhancement of future security initiatives, collaboration was the key. Article 8 of the OECS Treaty paved the way for the OECS Governments to engage in a joint regional security process and tasked the Ministerial chair of the Defense and Security Committee, to oversee the procedure of charting a way forward for the communal defense and the maintenance of peace and security from extra regional threats.
On the 29th day of October, 1982, Barbados along with four OECS countries inclusive of Antigua and Barbuda, Dominica, St .Lucia and St .Vincent and the Grenadines lead the way by signing the Memorandum of Understanding which created the Regional security System. The move was one of expedience as the OECS had an eye fixed on suspicious activities being engaged by the then
