I. INTRODUCTION to the crisis, Malaysia had been dubbed as one of the miracle economies in East Asia owing to its maintenance of high growth rates averaging 8.9 per cent during the period 1988–96 in addition to low inflation rate of about 3–4 per cent per year. Moreover, the increasing emphasis on manufacturing, and electronics in particular, ensured high employment rates for the country. From July 1997 however, Malaysia began attracting more international attention not for its extraordinary economic performance, but for its entanglement in a major regional economic crisis. At the outset, for the more pessimistic observers it was already doubtful whether Malaysia’s target to become a developed country by the year 2020 would still be achievable. After all, for the first time in years, the external value of Malaysia’s currency, the ringgit, shrank by nearly 50 per cent while the stock market contracted by even more at about 60 per cent. The ringgit fell from an average of 2.42 to the U.S. dollar in April 1997 to an all-time low of 4.88 to the U.S. dollar in January 1998. The composite index (CI) of the Kuala Lumpur Stock Exchange (KLSE) which had been the third largest stock exchange in the region after Tokyo and Hong Kong, fell precipitously from 1,077.3 points in June 1997 to 262.7 points on September 1, 1997. Between July 1997 and mid-January 1998, approximately U.S.$225 billion of share values were wiped off. Before long, the impact of the financial crisis was being felt in the real sector as evidenced by business closures, retrenchments leading to high unemployment, and increasing inflation levels. For the first time since 1985, the Malaysian economy experienced a recession, contracting by 6.7 per cent in 1998. By nearly all accounts, the current downturn is worse than that experienced by the

    The East Asian Financial crisis occurred during 1997 - 98 and adversely affected five East Asian nations (Thailand, Malaysia, Indonesia, the Philippines and South Korea). According to (Sundaram 2006), the crisis was triggered by the collapse of the Thai baht in 1997, leading to a currency crisis, which brought about a financial quagmire leading to an economic havoc. The crisis had a devastating effect that impacted on the social, political and economic aspects of each of the five economies (Wesley, 1999). The meltdown which came as a surprise much to everyone’s chagrin, was due to the fact that East Asian countries had always been attributed with a record of economic success, even at one point being dubbed the 'miracle nations '. Notably, the benefits of economic growth were widely shared throughout the population leading to financial excesses. However, problems began to emerge in both macroeconomic (capital inflows, real exchange rate appreciation) and microeconomic (credit expansion, financial regulation and supervision) in the 1990s, that partially contributed to the onset of the crisis (MacIntyre, 2008). Further, Lucarelli (2002) clarifies that the crisis was attributed to three factors; firstly, most Asian currencies were pegged to the exchange rate of the U.S. dollar, which meant that if the US dollar appreciated then the export competitiveness of the East Asian exporting nations were affected. Secondly, the weak export demand in the European Union (EU) and Japan had been struggling to recover from sluggish growth thus leading to a slow balance of payments. Thirdly, the export slump, which preceded the financial crisis, caused chronic problems of excess productive capacity.     To date, little attention has been paid to the strategies of local firms in bringing about industrialization in East Asia. This article focuses on the methods by which domestic firms utilized foreign connections to overcome technology and market bamers in electronics. A simple market-technologymodel is developed as a first approximation of how domestic technology assimilation relates to export marketing in the four ‘Dragons’ of East Asia (South Korea, Taiwan, Hong Kong and Singapore). It proposes that export demand shaped the pace and pattern of technological progress in electronics in each of the four Dragons. Historical evidence shows that each country used a distinctive mix of direct and indirect export mechanisms to acquire technology and to enter international markets. Foreign buyers, transnational corporations (TNCs), original equipment manufacturer (OEM) arrangements, joint ventures and licensing deals were exploited by ‘latecomer’ firms to their market and technology advantage. Asian firms progressed from simple assembly tasks to more sophisticated product design and development capabilities, travelling ‘backwards’ along the product life cycle of traditional innovation models. Today, leading Asian firms invest heavily in R&D and engage in partnerships with TNCs to acquire and develop advanced new electronics technologies. The technological progress of latecomers remains closely coupled to export demand through OEM and other institutional arrangements.…

    Malaysia’s economic performance was impressive in the late 1980s as well as the early 1990s with a real growth averaging 8% per annum. This sustained economic growth phenomenon was primarily due to expansionary monetary and fiscal policies, compounded by an influx of foreign direct investment (FDI). However, growth halted when the Malaysian economy succumbed to the financial crisis of 1997/98 and faced adverse economic consequences where real output growth dipped to negative growth of minus 4% in 1998, coupled with a fast depreciating domestic currency and liquidity crunch. To circumvent the problems, the Malaysia government fixed the exchange rate of the Ringgit against the US dollar (US$1 = RM3.80) in a bid to stabilise the domestic currency; while the capital controls policy was enforced to curb a severe liquidity crunch. These stabilisation measures were effective as they lifted the real output growth for the Malaysian economy hovering moderately at 5% - 6% annually post-1998. However, in July 2005 these stringent economic policies were abolished and the domestic currency was floated again.     The employment condition in Malaysia is affecting mostly the manufacturing sector, which is represented by around 10% of the country as total labour force. Despite that, the revival of the local labour market seems to put ahead that the procedures taken by the Government under its fiscal stimulus packages to enclose the increase of unemployment in the country are effective. As firms in the manufacturing sector that were affected by the crisis reduced their operations, the conditions in the labour market weakened in the first quarter, especially in the first two month of the year. With one-half the workers being retrenched in the first quarter, the total retrenchments increased to a seven year high of a 26064 persons in 2009. However, as retrenchments declined and firms started to hire new workers, labour market conditions began to stabilize in the second quarter and improved thereafter. The unexpected fast recovery in the labour market following improvements in both global and domestic economic conditions, resulted in a lower unemployment rate of 3.7% of the labour force, compared to the earlier forecast of 4.5%. The grant salary increments had been continued by the employers in the private sector at a moderate rate of 3.4%, despite the challenging economic environment and declining productivity growth in 2009.
