Being a Research Proposal Submitted to the Department of Library and Information Science Bayero University Kano. July 2012

BACKGROUND TO THE STUDY
Information is the pivot on which the survival of the society rests and it is vital to the overall efficiency of university lecturers and the academic development of their students. To this end, academic libraries are expected to acquire, process, organize, store and make available for their community members relevant information that will enhance the overall objective of their institution. (Ogunbote and Odunewu, 2009). Omagbemi et-al (2006) in Ogunbote and Odunewu on the other hand described the academic libraries, ‘’as central laboratory or a dispensary of knowledge. They concluded that libraries exist as central academic organs in various universities and non can fully operate without an adequate one’’. Still, Adetimirin,(2007) in Ogunbote and Odunewu, observed that ‘’many university libraries in Nigeria are underfunded and therefore unable to acquire sufficient information materials’’. He maintained that ‘’the development and consequent adoption of information and communication technology used in education is assumed will complement the libraries information provision; as it has enhance information capturing, processing , storing and dissemination through various ICT resources like the CD-ROM, internet, on-line database etc. One of the significant achievement in the information and communication sector is the introduction of advance communication network (i.e the internet), the technology connecting a computer with millions of computer in the network (Singh, 2001). The internet therefore, according to Akande, (2004) ‘’is an information technology
