Introduction
One of the unique functions of the College Board is to provide a forum for its members to discuss emerging trends and to consider the potential impact of these trends on their individual institutions, as well as on broader education policy. In conversations with enrollment management professionals over the past year, we heard that, while most were aware of the demographic shifts that have been projected for the next decade, they wanted help in thinking through the specific implications of these changes. As a result of those conversations, the College Board invited a small group of experts to share information and identify potential issues and opportunities that higher education should be preparing for. During one-and-a-half days of wide-ranging discussions, participants provided national- and state-specific analyses of high school graduation projections, identified factors that might affect college participation rates, exchanged ideas

    It is obvious that Arthur E. Levine’s article, “Sure Changes for Colleges in the Future,” wrongly suggests that the future of education will be questionable. Levine writes that “educational passports” (283) will be needed to track down a student’s educational records. He also questions whether “faculty will become increasingly independent of colleges” (282), and whether “degrees will wither in importance” (283), because of the variety of new ways degrees can be earned. All these points that Levine speculates on seem to be far fetched and inaccurate in describing the progress education is making in our world. It is misleading to say that “degrees will wither in importance,” when employers are constantly choosing people who have a better educational background than others. Furthermore, “Educational passports” (283) are not a good way to record a student’s educational achievements, because they fail to record the learning that happens outside of a classroom. Likewise, would students actually watch faculty members on “weekly PBS programs”(283)? It is almost impossible to believe that Levine’s “Sure Changes for Colleges in the Future” is written with considerable concern for education in the future, because of the extreme improbability of degrees withering in importance, educational passports replacing degrees, and faculty becoming more popular than their colleges.…

    It is no secret that California’s state university system is facing cuts across the board as a result of tough economic times. Those who approve of these cuts have valid arguments but fail to look at the negative results from lowering funds for higher education. There will be an increase in people within the lower income earners as a result of these cuts. High school graduates with the potential to attend a university will be intimidated to apply because of high tuition costs. Education will be easily accessible for the wealthy but more difficult for those from lower incomes to attend. Current students are less likely to graduate as costs rise due to budget reduction. A high rate of retiring baby boomers results in an increasingly high demand for professionals; with less college graduates these positions are less likely to be filled. Also, there will be many jobs lost among those who work within the system. Knowing the negative effects of the California State University budget reduction, evidence will be provided throughout this report to address those in favor of Governor Brown’s new balanced budget resulting in $500 million taken away from the CSU system.     Whites use to make of most of the population in schools and colleges however than is not the case anymore. Minority groups who once only made up a fraction the state’s population have now become the majority. One of the largest growing minority groups are Hispanics. The U.S, News have stated the white, “birth rate is declining; meanwhile, non-white Latinos have already surpassed African-Americans as the nation’s largest minority” (Williams).
