The Great Leap Forward disaster, characterized by a collapse in grain production and a widespread famine in China between 1959 and 1961, is found attributable to a systemic failure in central planning. Wishfully expecting a great leap in agricultural productivity from collectivization, the Chinese government accelerated its aggressive industrialization timetable. Grain output fell sharply as the government diverted agricultural resources to industry and imposed an excessive grain procurement burden on peasants, leaving them with insufficient calories to sustain labor productivity. Our analysis shows that 61 percent of the decline in output is attributable to the policies of resource diversion and excessive procurement.

    The core problems of widespread poverty, growing inequality, and rapid population growth originate in the stagnation and retrogression of economic life in rural areas. Therefore, for development to take place sustainably, it has to include rural areas in general and the agricultural sector in particular. The Lewis two sector models provides a good example of a theory placing emphasis on industrial growth fueled by the agricultural sector through surplus labor and cheap food.     Currently, around 900 million of China’s population, which account for around 70% of China’s total population and 22% of world population lives on around 2 billion mu (1 mu = 1/15 of a hectare) cultivable land accounting for 7% of world total cultivable land, and on average a peasant household survives on 1.5 mu of land (Zhang et.
