The University Student Council is the highest student government organization in Bicol University. It is autonomous in undertaking program of actions to the development of Bicol University through student action. The University Student Council shall: 1. Organize and coordinate student activities designed to improve the general welfare of the students as well as to prepare them for constructive citizenship; 2. Represent the studentry in the Academic and Administrative Council of the University and other activities concerning the students; 3. Help and serve the students who may need assistance especially in dealing with the faculty, administration and other members of the academic community; 4. Hold regular visits in every college of the University; 5. Publish University internal policies that are vital for the development of students' consciousness of their rights and privileges; 6. Coordinate with the Office of Student Services on student matters, affairs and activities.
The University Student Council operates as the highest governing student body in Bicol University and continues to conduct its activity in the University. For the past three years that I’ve been a student in the University, I can say that the University Student Council conducted the same activities all over again.

It is every month of June that they hold Freshmen Welcome Party.
It is every month of July that they visit every college to visit acquaintance party in the college unit.
It is in the month of August that the USC spearheads the Student Governance Training.
It is every September when the student council celebrated the September’s Fest and holds the extravagant Mr. and Ms. Bicol University.
