Problem Analysis
Romania’s waste managements systems are proving to be sub-par according to the European Union’s standards. This project’s focus is on Cluj-Napoca’s waste management and Recycling system . The Recycling project presented will address two main issues:

1.The increase of recycling of materials without contamination
2.Job creation through this recycling program

Statistical data has been collected regarding the municipal waste generated in Romania. The municipal waste in Romania is mainly landfilled and only 2% is recycled.

Out of the total municipal waste around 40% of the municipal waste components are recyclable materials out of which about 20% can be recovered as they are not contaminated. As a result of selective collection, only 2% of the total recyclable materials generated are recovered. The rest is disposed by landfilling.

The program will assess the issue of waste disposal by stimulating the population to recycle a larger amount of their waste in the appropriate receptacles. The recycling process will be simplified with the placement of personal recycling receptacles, special pre-sorted street receptacles, and a greater number of large recycling receptacles at the garbage disposal areas around the apartment buildings. If there are more recycling facilities it is assumed that people will recycle more. This assumption is based on the correlation with littering and the number of trashcans in a metropolitan area. The larger number readily available will result in people throwing trash in the appropriate bin. This recycling program will have simplified the process for residents of Cluj-Napoca and thus ensuring that the recycled material is properly disposed and not contaminated in the process. This will ultimately simplify the recycling process itself and result in a higher percentage of materials being recycled.

Job creation is a difficult feat in Romania, especially if the jobs are to be created from within the country on a large scale and not from external investors. This program will assure approximately 300 jobs during its startup year and will continue to grow and extend to a state level and ultimately to a national level. Cluj-Napoca will be the first to test this program and implement it efficiently to address the hindrance in waste management according to EU standards.

It can be observed that the highest unemployment rate applies to persons between 15-20 years of age and 30-39 years of age. Also this can be correlated with the high number of unemployment rate of persons who do not have any superior studies. The recycling program will grant these individuals secure job placements with no bias to gender and/or age, and will fill in the employment gap in these areas.

Analysis of Objectives

Summary of Problems:

(Not enough recycling receptacles throughout the city

Summary of Solutions:

( An increase in number of recycling receptacles will encourage recycling

( Appropriate recycling receptacles will result in decontaminated recyclable materials

( The unemployment rate will decline with the creation of approximately 300 jobs for this program

( A marketing campaign by the external stakeholders (primarily NGOs) will spur citizen recycling and increase awareness of the program and its importance for ecological development for municipal, national and ultimately EU standards.

Project’s Scope: Job creation through the integration and development of a municipal recycling program, which will eventually reach national proportions in its application and success

Specific Objectives:
(Significantly reduce the amount of landfill-recycled materials, which are contaminated

( Strategically placing a large number of recycling receptacles throughout Cluj-Napoca

( Reduce unemployment rate for uneducated workers

(Launch a marketing campaign to spur citizen recycling and increase awareness of the program and it’s importance for ecological development

(Develop a fully functional and sustainable recycling program, which will be applied

Analysis of the Strategies

This recycling program will be able to assess all the problems and objectives put forth. The opportunities in this situation are the POS Mediu funding available for the recycling program, the quick development of the program based on the market needs (employment), the willingness of cooperation between the Stakeholders to develop this program quickly to address the extensive amount of recyclable materials which are contaminated, and the cost-effective approach of involving NGOs to launch a marketing campaign for this program.

The interventions for this programs most suitable are those which involve the complete cooperation of Rosal Grup, Bratner Veres S.A. and Cluj-Napoca City Hall to implement this program and ensure it’s sustainability through their combined efforts. The Cluj-Napoca City Hall will provide the POS MEDIU funds and allocate them based on the assessed needs to develop this program; The partnership between the Cluj-Napoca City Hall and AJPOFM for the employment of the necessary workforce; the communication between the Cluj-Napoca City Hall and the Resident Associations of the apartment complexes which will approve the placement of the recycling receptacles in the city; and the cooperation and strategic marketing decisions of MMSC and RoRec, Guerilla Verde, and INFOMEDIU to ensure the public is using the facilities provided and understands the program and its importance.

The most appropriate way to support local affiliation is through the efforts of NGOs and volunteerism to establish the mindset necessary to make this program work. If people will not use these recycling receptacles (primarily because they don’t see their effort contributing to a beneficial change), the program will be a failure and the funds will have been wasted. Local organizational capacities can be further developed by community involvement and outreach to show that this program is in fact needed and necessary for the ecological development of the municipality.

This strategy will assist in the creation of jobs for people who would not normally have such options as they are uneducated and lack superior knowledge for craftsmanship. The role of recycling collector is a far less dirty job than waste collection and will be an attractive position for people who are in need of a work placement. The factory workers will also benefit from working with a recycling plant free of the past role of trash and recycling separation since this program will separate the recyclable materials before they reach the facility.

Capital/ Cost Related Implications

Total Estimated Cost of Project: 680,000 Euros

Of which 660,000 Euros are the comprised yearly salary for 300 employees (60,000 per month for 300 employees total)

20,000 Euros are the costs of materials and marketing.

The costs of materials is relatively small because recycled plastics and metals will be used to fabricate the recycling receptacles which will also ensure a minimal ecological effect to the environment and sustain the recycling program in ethical sense as well.

The Marketing costs are primarily for the advertising posters, newspaper, television, and billboard campaigns to support this program. The costs will be substantially low because of the pooling of Nonprofit and associational support to advertise an important program pertaining to ecological development. Additional support can come from the “Ministeriul Mediului si Schimbarilor Climatice” which is responsible for the development of similar type programs and legislature connected to such.

Risk Assessment

The associated risks with this program include:

( The citizens of Cluj-Napoca will not use the recycling receptacles and will continue to mix their recyclable materials with waste

( There will be insufficient funding to maintain a workforce of 300 individuals

( A substantial amount of the POS MEDIU funds will be reimbursed but “mismanaged” by the Cluj-Napoca City Council resulting in insufficient funding to sustain the program and the inability to sustain the employment of the 300 workers

Risk Prevention Plan:

The partnership between the Cluj-Napoca City Hall and the AJPOFM as well as MFMC will ensure a system of checks and balances between the three bodies that the funds are allocated properly and the workforce hired is secured a contract for a one year work term with full imbursement by the responsible body (i.e. Rosal Group and Veres S.A. which receives the funds from the City Hall on a monthly basis).

Project Management and the Benefits to My Professional Life Having been a part of the Project Management course, I have been able to apply to my professional life some of the concepts, which I have learned in the course. I have learned the Logical Framework approach in this course, which has helped me tremendously in developing and structuring some of my work in the office (as a project manager for events and advertising contracts), as well as the development of an action plan for my NGO’s Youth Empowerment program. This class has also helped me look at projects in a more composed and structured manner and to see past some of the barriers in conceptualization of them. Before I took part in this course, I was creating projects without the contextual framework which could guarantee me success and an in-depth analysis of the stakeholders, resources, and risks involved; all of these aspects which are vital to the development and finalization of a project.

Although, I haven’t been able to develop several projects with this tool, my continuing practice of this technique will help me someday secure European funding for a nationwide NGO program. This course has prepared me much more than I would be on my own in accomplishing this goal. This goal now is attainable and with more practice and ingenuity, I am confident that I will be able to find the adequate program to help with some of the national human resource dilemmas.
