It is quite clear that they were similar when we know the story is criticising h Soviet Union. Other than that, pig can also represent the idea of greed that help the reader understand Stalin’s personality which always took advantage of other people like boxer(his loyal citizens). Orwell used Napoleon as a pig to represent Stalin successfully, the characteristic of Napoleon is perfectly connected to Stalin’s and the events that happened when they became the leader are identical.
