Vice President Jejomar Binay; Senate President Juan Ponce Enrile; Speaker Feliciano Belmonte Jr.; Former Presidents Fidel Valdez Ramos and Joseph Ejercito Estrada; Honorable Justices of the Supreme Court; Honorable members of the diplomatic corps; Members of the House of Representatives and the Senate; Local Government Officials; Members of the Cabinet; Members of the Armed Forces and the Philippine National Police; Excellencies, Friends and to my fellow servants of the Filipino people, my beloved countrymen.
This country needs heroes, not political saviors. The saviors might never come, after all, and we have been waiting for more than 400 years now for those who will lead the overhauling of this society. As what Barrack Obama have said We should believe that in a country where every race and faith and point of view can be found, we are still bound together as one people; that we share common hopes and a common creed; And I do believe in that also.

Reason without the power of will is impotent, and will unaided by reason degenerates into brute and force. Thus it is that you and I are bound to each other and crisis strengthens this interdependence. And we are in crisis. And so I come to you not as a partyman, for it is my fervent hope that I shall always conduct myself as a President of all the people.

He knows that many citizens are suffering from the problems he stated and by forming a sense of unity he was able to being to tackle the problem. Obama was able to reassure the people that these problems will be met. “They will not be met easily or in a short span of time. But know this, America- they will be met.” By hearing this on Inauguration Day, the citizens were given a sense of relief that their problems will soon be gone and that they had made the right decision with their 44th president. However, no matter how much Obama appealed to emotion, nothing would have been possible with his credibility.…

Cuisia told radio station dzBB there is a possibility that Obama might put off foreign trips until the deadlock is resolved. Obama is set to visit the Philippines on Oct. 11 and 12. “I hope Obama’s visit to the Philippines will not be affected by the shutdown, but we can’t be sure of that. The US President may think that he should be in the US,” Cuisia said. The Philippine embassy has not been advised by the US State Department of any change in Obama’s plan to visit the Philippines. Obama has included the Philippines in his tour of member states of the Association of Southeast Asian Nations (ASEAN). It will be his first visit to the Philippines. Cuisia said the partial shutdown could result in the layoff of civilian federal employees, but will not affect critical services such as the military, security, and air traffic controllers. However, he said there should be no effect on social security and Medicare benefits. He also said the shutdown will have no immediate effect on Filipinos in the US. However, he said Filipino-Americans working in government offices included in the shutdown might be affected. Surely the DFA will update us should any notice be given,” Valte said. Presidential Communications Development and Strategic Planning Office Secretary Ricky Carandang said “Obama would be in Manila after he and Aquino attend the Asia-Pacific Economic Cooperation (APEC) summit in Bali, Indonesia and the ASEAN meeting in Brunei”. Carandang said he could not discuss yet, however, the details of the Obama-Aquino meeting, since he does not have a copy of their schedule, but admitted part of the agenda is the “rotational presence” of US forces in the country, as well as trade. Finance Secretary Cesar…
