Abstract The objectives are :(1) to highlight the theoretical or conceptual implications of: the new media communication technologies, globalisation, and cultural contestations on the Africa’s tourism industry; ( 2) to present an overview of the current challenges of tourism policy issues and options in Africa and how they can be slowed, halted and reversed by media communications campaigns process; (3) to explain the specific pattern of media effects by the new technologies on the development of culture in the African countries; and (4) to discuss appropriate media communications technology options for promoting sustainable tourism, peace and conflict resolution , cultural competence and inter‐cultural communications in Africa .The presentation of the paper is informed by the relevant theoretical and conceptual framework, reviews of national service statistics, relevant national ICT policy documents and media communication technology data.     This course introduces understandings of communication and communication strategies in the area of Communication for Development to students, and provides an opportunity for the in-depth analysis of the discourse and practice of 'ComDev '. It is divided into two modules; ‘Communication and Development Cooperation’ (7.5 credits) and ‘Culture and Media Analysis’ (7.5 credits). The modules are connected in the sense that the first module focuses on the organizational and strategic level (focus on a range of communication for development organizational setups and discourses and how they are linked) while the second entails an in-depth analysis of selected media texts and/or practices. The aim of the first module is to investigate how communication strategies as applied by organizations operating in different scales relate to the wider landscape of development cooperation. The students will be examining communication strategies in organisations, networks or/and partnerships working with development/social change. The second module focuses on analytical approaches to media/texts as practices and examples of communication for development/social change.     International flow of information is the movement of messages across national boundaries between and among two or more national and cultural systems and it is also a term that is used to describe a field of inquiry and research that consists of the transfer of messages in the form of information and data through individuals, groups, governments and technologies as well as the study of the institutions responsible for promoting and inhibiting such messages among and between nations, peoples and cultures and lastly the international flow of news is considered as one of the main forms of information exchange. International flow of information now enable individuals (ordinary citizens and journalist themselves) to be part of the international flow of news as they can use internet and mobile phones to contribute information bypassing the gatekeepers traditionally associated with news (Pavlik 2000; Hermida 2010); stories are also translated in Africa to suit different audiences using the African media operating in African countries; another result we see as a role is the growth of consumer culture whereby international movies as global news also falls inthe category of culture as global news, for example the late Nelson Mandela’s story, culture and life it is the story of South African culture and has attracted people globally. The rise and increasing internationalisation and integration of multinational institutions associated with the production and distribution of information as well as the creation of international communications organisations such as the International Telecommunications Satellite Consortium (INTELSAT) and International Maritime Satellite Organization (INMARSAT) furthermore contributed towards the growth in international information flows. The free flow discourse is deeply embedded in discourses on democracy (Ayish 2001).…
